STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 8 October 2013 <br />Application Number: 2013-0925 <br />Property Location: 614 S. St. Joseph Street <br />Architectural Style/Date/Architect or Builder: Free Classic/1907 <br />Property Owner: Abandoned Property- GMV Investments Dissolved <br />Landmark or District Designation: Taylor's Field <br />Rating: Contributing <br />DESCRIPTION OF STRUCTURE/ SITE: This 2 storey plus attic frame house was constructed on a <br />square brick foundation. The walls are covered with wood shingles. The roof is a pyramid with gable <br />ended dormers having soffit returns and is covered with asphalt shingles. The porch roof is supported by <br />paired and triple Doric columns set on plinths supported by brick piers with stone caps. There is a wood <br />balustrade around the porch. The windows are 9/1 double hung with aluminum, storm windows. - <br />ALTERATIONS: The roof has been re -placed and some of the windows do not appear to be original to <br />the house. <br />APPLICATION ITEMS: Demolition of house and fence and removal of basement.. <br />DESCRIPTION OF PROPOSED PROJECT. Demolition of the building then landscaping the vacant <br />lot, <br />STANDARDS AND GUIDELINES: <br />V. GENERAL <br />A. Buildings in the district should not be demolished except where a building poses a threat to the public safety, <br />and demolition is the only alternative. Documentation of interior and exterior features of the original buildings, <br />especially homes rated as historically significant, is encouraged. Measured drawings and photographs may be <br />submitted to the Historic Preservation Commission for safickeeping and future reference. <br />STAFF RECOMMENDATION: Staff recommends approval. The house has had numerous break-ins <br />and several fires. Staff attempted many times over a 2 year period to secure the building and alert the <br />police to vagrant's in the building after owners walked away from the property. This was once rated <br />Notable in the South Bend survey and would be aii appropriate candidate for interior salvage and the front <br />entrance sidelights. <br />Prepared by C.D.
