STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 7 November 2013 <br />Application Number: 2013-1107A <br />Property Location: 13271 Adams Road <br />Architectural Style/Date/Architect or Builder: 1871/1talianate style applied to a 3 -bay 1-house/Joseph <br />Singer, builder <br />Property Owner: Michael Wheeler <br />Landmark or District Designation: Local Landmark <br />Rating: Outstanding <br />DESCRIPTION OF STRUCTURE/ SITE: 'The red brick 2 V2 storey Italianate has a solid stone <br />foundation. The windows have segmental brick arches and segmented window frames, double hung 2/2 <br />and 2/1, with fixed transoms on the second floor. The gable roof has asphalt shingles deep cornices with <br />brackets and dentil moulding. The front porch is open with turned posts and a concrete stoop, The Cherry <br />Road porch has square posts with brackets, and a wide dentil frieze with brackets. There is a west side rear <br />one storey ell with French Doors. There is a large English Barn north of the house with vertical wood <br />siding and a steel roof. The west side has three louvered vents and two modem sliding windows. The <br />south side has what appear to be original sliding doors and a modern door with multiple panes and a <br />pressure treated wood deck and pergola; there is a modem garage door at the east end. The East side has <br />two louvered vents and two fixed 6 paned windows and what appears to have been an entry that is now <br />permanently scaled, The North side also has ail entry that has been sealed with modem material. <br />ALTERATIONS: The roofing materials are not original to the house (COA 2009-0821). The French <br />doors, new siding oil the ell were approved with COA#2001-0713-1. 5 Pine trees and 2 Walnut trees were <br />removed in the right of way for a utility upgrade with COA 2007-0501. The English :Barn has a number of <br />modem additions in the windows and openings; the deck with the pergola and the steel roof. <br />APPLICATION *ITEMS: Cover exposed wood with similar color of vertical steel panels. <br />DESCRIPTION OF PROPOSED PROJECT. The homeowner will cover the surface of the barn with <br />vertical steel panels resembling barn siding to make the structure weather -tight. This is standard stock <br />ribbed steel sheeting.(See attached photo) The large sliding doors will also be covered. The panels will be <br />affixed directly to the wood siding with screws. The original louvered vents will not be covered. The <br />interior of the bans is insulated and paneled with knotty pine. It is a work shop and can accommodate 4 <br />cars. <br />STANDARDS AND GUIDELINES: <br />The Commission has the authority to determine the architectural merits and the extent of any proposed <br />treatment, renovation, or addition to a historic landmark. Tile commission will require drawings, plans, <br />specifications, and/or samples where appropriate. <br />A. Maintenance <br />The maintenance of any historical structure or site shall in no way involve any direct physical change except <br />for the general cleaning and upkeep of the landmark. The Commission -,hall encourage the proper maintenance <br />of all structure or sites. <br />B. Treatment <br />Treatment shall be defined as any change of surface materials that will not alter the style or original forin. <br />Such improvements include re -roofing, glazing, or landscaping lawns and may involve a change that can <br />potentially enhance or detract 1rom the character of he landmark. A treatment change of any surface whether <br />on the landmark or in its environment may require a Certificate of Appropriateness if it significantly alters the <br />,appearance of the landmark. Although these kinds of'changes may not require a Building Permit, a Certificate <br />of Appropriateness may be necessary. The commission should review the proposed treatment for character and <br />style consistency with the original surfaces. <br />C5 <br />
