STAFF RECOMMENDATION: Staff recommends approval of the proposed project where it could cause an economic hardship <br />to the applicant. <br />-Staff Report prepared by Elicia Feasel, Assistant Director <br />I visited 510 St Joe last night and took a series of pics for your review. (refer to attachment). I could only gain access to the porch <br />above the first floor, so I can't proclaim with complete confidence that the gutter system is intact throughout, but from what I saw <br />it is in repairable condition. I believe that there are two things going on with this system; <br />1. There are some pinholes in the gutter itself causing leakage onto the underside of the soffit. A previous owner made repairs <br />with what appears to be a flowable fill product that dried to produce a flexible membrane. Over time it has delaminated and <br />failed, allowing water beneath it. <br />2. Lack of maintenance (cleaning) of the gutters on a regular basis, coupled with their shallow interior depth has caused water <br />to pour over the sides, damaging the fascia and soffit. I noticed that much of the fascia/soffit damage was at areas of transition - <br />inside and outside corners; the area's most likely for debris to collect and disrupt water flow to the downspout. I believe that more <br />of the damage was caused by this than by pinholes in the gutters themselves. The paint damage gives it away pretty readily. <br />As for repair vs 5" aluminum gutters; it will certainly cost more. How much, I cannot say. In both cases the fascia and soffit must <br />be replaced and the gutter system and crown moulding removed. <br />In the repair option, more care/time must be taken to remove and salvage the gutters; the crown moulding will have to be <br />replaced at a cost of roughly $7/11 and the gutters will have to be cleaned and lined with a waterproof tape/mesh/membrane and <br />reinstalled. I've never priced that work professionally, but could easily see another $5-$15/1.f. <br />In the replacement option, the new gutters will have to be installed over the new fascia. This should cost in the $7-$8.50/l.f. <br />range. <br />So, Mr. Baxter maybe looking at and increase of up to $13/1.f. Maybe a few thousand more, total. <br />Again, this is all based upon a 15 minute examination of the lower roof. It may be wise to have an independent third party <br />perform a more thorough evaluation of the entire roof. <br />Dave Steinhauer, RA I Architect <br />On a motion by Lynn Patrick with a second by Thomas Gordon to approve application as <br />amended to include fagade gutters to be repaired and back and sides of house to go with new <br />gutter system as proposed with leniency as to the actual dimensions of the other gutters as best <br />fits this structure. <br />Vote: 3 —1. <br />Nay Commissioner Voll -The fact that it is not permanent, I would like to see the project go <br />forward as proposed. <br />COA#2013-0625 Approved Conditionally. [Application was approved conditionally for the <br />repair of internal facade gutters only, with allowances to install the proposed new gutter system <br />elsewhere, and with dimensional leniency for the chosen gutter extrusion.] <br />V.
