Wayne Street <br />Representation by,Brian Barnes, Owner <br />STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 6 June 2013 <br />Application Number: 2013-0530 <br />Property Location: 1623 East Wayne Street South <br />Architectural Style/Date/Architect or Builder: Colonial Revival /1927/H.R.Stapp <br />Property Owner: Brian Barnes <br />Landmark or District Designation: East Wayne Street <br />Rating: Contributing <br />DESCRIPTION OF STRUCTURE/ SITE: This is a 2 storey home constructed with load bearing exterior walls of tile that are <br />covered with stucco. It has a hipped roof covered with asphalt shingles. <br />The windows are 8/8 double hung with brick header course and sills, louvered shutters. The entry has a flat roof canopy with <br />moulded trim , iron grating with a brick stoop. There is a half wall/buttress at the southwest corner. There is a set of French <br />doors on the front fagade with iron grating. <br />ALTERATIONS: There is a second storey rear addition noted on the 1987 Survey Card. All of the double hung windows are <br />vinyl replacement windows. The roof was replaced in 2008. The front door may not be original to the house. The storm door is <br />new. The fencing was added in 2002. <br />APPLICATION ITEMS: Replace the front door and French doors on the front of house. The new products would be consistent <br />in appearance with the historical appearance of the house. We will use a fiberglass product due to the southern direction that the <br />house faces and inadequate overhangs on the house needed to protect wood doors. The worn out railing systems will be replaced <br />with regal black aluminum railings. French doors will have 10 lights, identical to the current doors. Front door will be paneled <br />with a 6 light window. The shutters on the house will be replaced with louvered vinyl shutters. Photos were taken by Steve <br />Szaday. <br />DESCRIPTION OF PROPOSED PROJECT: The homeowner proposes to replace the current front door with a Smooth -Star <br />fiberglass paneled front door with six lights. (See product brochure) Preservation Specialist examined the door and found that the <br />door has deteriorated and the framing has shifted so the door does not close properly. Also the decorative features are <br />deteriorating. (See Steve's report and photographs) The French Doors are badly deteriorated and the homeowner wishes to <br />replace those with fiberglass replicas. (See product brochure and photographs). The iron grating above the door and at the French <br />doors has also deteriorated. The homeowner proposes aluminum replacements that will match the appearance of the ironwork as <br />closely as possible. He also wished to replace the current shutters with vinyl replicas. <br />STANDARDS AND GUIDELINES: East Wav_ ne Street: <br />C. WINDOWS AND DOORS <br />Window and door frames are of wood or steel (some casements) or in the case of brick structures, stone sills and brick lintels. <br />Where metal or vinyl siding has been applied, window trim has been covered. Storm windows are of wood or aluminum. <br />Required <br />Original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative glass, pediments, <br />hoods, and hardware. When deteriorated beyond repair, they shall be replaced with units and trim resembling the original. <br />Recommended <br />Wood frame storm windows and doors painted to match the original should be used but should not damage existing frames. If <br />new sashes or doors are installed, the existing or original materials, design, and hardware should be used. When metal storm <br />doors are used, they should be painted, anodized or coated to match the existing. When awnings are used they should be of <br />canvas material. <br />Prohibited <br />Original doors, windows and hardware shall not be discarded when they can be restored and re -used in place. New window and <br />door openings which would alter the scale and proportion of the building shall not be introduced. <br />Inappropriate new window and door features such as aluminum insulating glass combinations that require removal of the original <br />windows and doors shall not be installed. <br />Not Recommended <br />Awnings, hoods, and fake shutters made of metal, vinyl, or fiberglass should not be used if they would detract from the existing <br />character or appearance of the building. <br />STAFF RECOMMENDATION: Staff recommends approval of the replacement of the front door (a replica could not be located <br />by Staff) and the French doors and the railings as those conform to the guidelines for East Wayne Street.
