M <br />STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 6 June 2013 <br />Application Number: 2013-0530 <br />Property Location: 1623 East Wayne Street South <br />Architectural Style/Date/Architect or Builder: Colonial Revival /1927/H.R.Stapp <br />Property Owner: Brian Barnes <br />Landmark or District Designation: East Wayne Street <br />Rating: Contributing . <br />DESCRIPTION OF STRUCTURE/ SITE: This is a 2 storey home constructed with load bearing <br />exterior walls of tile that are covered with stucco. It has a hipped roof covered with asphalt shingles. <br />The windows are 8/8 double hung with brick header course and sills, louvered shutters. The entry has a <br />flat roof canopy with moulded trim , iron grating with a brick stoop. There is a halfwall/buttress at the' <br />southwest corner. There is a set of French doors on the front facade with iron grating. <br />ALTERATIONS: There is a second storey rear addition noted on the 1987 Survey Card. All of the <br />double hung windows are vinyl replacement windows. The roof was replaced in 2008. The front door <br />may not be original to the house. The storm door is new. The fencing was added in 2002. <br />APPLICATION ITEMS: Replace the front door and French doors on the front of house. The new <br />products would be consistent in appearance with the historical appearance of the house. We will use a <br />fiberglass product due to the southern direction that the house faces and inadequate overhangs on the <br />house needed to protect wood doors. The worn out railing systems will be replaced with regal black <br />aluminum railings. French doors will have 10 lights, identical to the current doors. Front door will be <br />paneled with a 6 light window. The shutters on the house will be replaced with louvered vinyl shutters. <br />Photos were taken by Steve Szaday. <br />DESCRIPTION OF PROPOSED PROJECT : The homeowner proposes to replace the current front <br />door with a Smooth -Star fiberglass paneled front door with six lights. (See product brochure) <br />Preservation Specialist examined the door and found that the door has deteriorated and the framing has <br />shifted so the door does not close properly. Also the decorative features are deteriorating. (See Steve's <br />report and photographs) The French Doors are badly deteriorated and the homeowner wishes to replace. <br />those with fiberglass replicas. (See product brochure and photographs). The iron grating above the door <br />and at the French doors has also deteriorated. The homeowner proposes aluminum replacements that will <br />match the appearance of the ironwork as closely as possible. He also wished to replace the current <br />shutters with vinyl replicas. <br />STANDARDS AND GUIDELINES: East Wavne Street:, <br />C. Wmows AND DOORS <br />Window and door frames are of wood or steel (some casements) or in the case of brick structures, stone sills and <br />brick lintels. Where metal or vinyl siding has been applied, window trim has been covered. Storm windows are of <br />wood or aluminum. <br />Required <br />Original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative glass, pediments, <br />hoods, and hardware. When deteriorated beyond repair, they shall be replaced with units and trim resembling the <br />original. <br />Recommended <br />Wood frame storm windows and doors painted to match the original should be used but should not damage existing <br />frames. If new sashes or doors are installed, the existing or original materials, design, and hardware should be used. <br />When metal storm doors are used, they should be painted, anodized or coated to match the existing. When awnings <br />are used they should be of canvas material. <br />
