CERTIFICATE OF APPROPRIATENESS <br />1. 801 Park COA#2013-0620 Chapin Park <br />COA withdrawn by Owner <br />2. 1013 E Jefferson COA#2013-0627 Local Landmark <br />No representation <br />STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: July 2, 2013 <br />Application Number: <br />Property Location: 1013 East Jefferson <br />Architectural Style/Date/Architect or Builder: Free Classic Cottage/1907/Ennis Austin <br />Property Owner: Serena Howley <br />Landmark or District Designation: Local Landmark/Howard Park National Register <br />Rating: Outstanding <br />DESCRIPTION OF STRUCTURE/ SITE: The Studebaker/Johnson House is a two storey frame with a clapboard first storey <br />and shingle second storey with an irregular plan set upon a brick foundation. There is a prominent front gable with deep return <br />and shed roof side extensions. There is a porch across the front of the house with double fluted columns and a mosaic floor and a <br />front entry vestibule with pilasters and narrow diamond pane side lights. There is a three sided bay projection on the west side. <br />Some of the window feature diamond panes in the transoms with one over one double hung windows. <br />ALTERATIONS: The original shingles in the second storey had been removed and replaced with clapboard vinyl siding. This <br />feature has been restored using modern materials. The diamond paned windows in the transoms are original but the double hung <br />windows appear to be replacement windows. The porch details have been restored but the balustrades have been removed and <br />the owner had located replacements. The rear of the house appears to has be been altered to accommodated multi family use and <br />has been modified to eliminated a back entrance. The rear parking lot has been removed and a lawn planted. <br />APPLICATION ITEMS: Remove 4 trees on the East side of the house and replace with smaller trees 15'-20'. Add hedge to <br />front matching the side hedge. Remove pine in front and replace with a smaller decor tree — flowering pear, hawthome, dogwood. <br />DESCRIPTION OF PROPOSED PROJECT: The homeowner is applying to remove four large trees on the east side of her <br />home two of which have grown very close to the house and the other two have large limbs hanging over the neighboring parking <br />area. Also, she wants to remove a pine tree in the front yard of the home. The smaller flowering replacement trees will be placed <br />in various locations in the front and rear yards. Per diagram attached. She also wishes to extend the hedges to the rear property <br />line on both sides of the house and along the sidewalk in the front of the house. Per diagram attached.
