STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 3 July 2013 <br />Application Number: COA#2013-0701A <br />Property Location: 1615 East Wayne Street <br />Architectural Style/Date/Architect or Builder: Tudor Revival/I929/II.R. Stapp for Whitcomb and Keller <br />Property Owner: Dr. Laurie Littlepage <br />Landmark or District Designation: East Wayne Street <br />Rating: Contributing <br />DESCRIPTION OF STRUCTURE/ SITE: The brickhouse is a 2'13 storeys with a rectangular plan and steep <br />gable roof with thin wood rake trim. The roof is slate and the shed roof dormer is also covered in slate. There is a <br />series of 5 diamond paned lead glass windows across the front. There are 8 light casement windows in the lower <br />and upper Ievels. There are brick chimneys at each end and half-timbering and stucco on the west side toward the <br />rear and the back gable. <br />ALTERATIONS: Fifteen windows were replaced with Eagle brand casement windows with COA#1997-0825. <br />The house slate roof was replaced Grand Manor CertainTeed with COA#2011-0404 <br />APPLICATION ITEMS: We would like to fence in our yard for our two dogs and four year old son. We want a <br />privacy fence in the front. This will improve the view_ of our house from the street, since the back porch isn't that <br />attractive. We want to maintain our interactions with our neighbors, so we would like to have the black vinyl chain <br />link fence surrounding the yard on the other sides. Along the side of our house, we have two trees (apparently they <br />are elm trecs0 that the landscaping company suggests should be removed. The leaves are all chewed up, and the <br />trees are very close to our house, making a potential fire hazard with the roof line. If we remove these trees, then <br />we will be able to set the fence back farther from our neighbors' driveway. In the fence design, we have included a <br />gate between us and our neighbors, a gate in the back near al.l of the utility poles, and a gate near our back door. <br />Catherine Hostetler from the Historic Preservation Commission has visited our property, taken pictures and <br />discussed the project with me. <br />DESCRIPTION OF PROPOSED PROJECT: The homeowners are proposing to erect a 6' Western Picket <br />wooden privacy fence at the set back of the house to extend toward the west property line to obscure a screened in <br />porch towards the side rear yard. They would like to remove two deteriorating trees that are close to the house and <br />erect a 5' black vinyl coated chain link fence around the perimeter of the back yard to join up with existing fencing. <br />There will be a gate at the northwest corner. An additional chain link fence with a gate will be added behind the <br />rear set back of house and extend to the corner of the garage. Posts will be set in concrete. All per diagram and <br />materials submitted. <br />STANDARDS AND GUIDELINES: East Wavne Street: <br />Required <br />Major landscaping items, fencing, walkways, private yard lights, signs (house numbers) and benches which reflect <br />the property's history and development shall be retained. Dominant land contours shall be retained. Structures such <br />as gazebos, patio decks, fixed barbecue pits, swimming pools, tennis courts, greenhouses, new walls, fountains, <br />fixed garden furniture, trellises and other similar structures shall be compatible to the historic character of the site <br />and the neighborhood and inconspicuous when viewed from a public vmlkway. <br />Recommended <br />New site work should be based upon actual knowledge of the past appearance of the property found in photographs, <br />drawings and newspapers. New site work should be appropriate to existing surrounding site elements in scale, type <br />and appearance. Plant materials and trees in close proximity to the building that are causing deterioration to the <br />building's historic fabric should be removed. However, trees and plant materials that must be removed should be <br />immediately replaced by suitable flora. All highintensity security lights should be approved by the historic <br />Preservation Commission. <br />Prohibited <br />No changes may be made to the appearance of the site by removing major landscaping items, trees, fencing, <br />_ walkways, outbuildings or other elements before evaluating their importance to the property's history and <br />development. Front yard areas shall not be transformed into parking lots nor paved nor blacktopped. Front yard <br />areas shall not be fenced and fences shall not extend forward beyond the setback line of the house. The installation <br />
