STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 03 July 2013 <br />Application Number: 2013-0620 <br />Property Location: 801 Park Avenue <br />Architectural Style/Date/Architect or Builder: Gabled-ell/1885 <br />Property Owner: Paula Rast Harris <br />Landmark or District Designation: Chapin Park Local Historic District/Chapin Park National Register <br />District <br />Rating: Notable <br />DESCRIPTION OF STRUCTURE/ SITE: Two storey irregular plan, documented as a Gabled -ell in <br />the 2005 survey, a Stick Style on 1977 survey card and as a Late Gothic Revival on the 1987 survey card. <br />There are many intersecting gables of the roofline and although each survey card, including the 1932/49 <br />Assessor's card notes asphalt shingles, the gabled roof material is actually asbestos tile. The roofline <br />employs a rake decorated fanciful non-structural barge board with pendills, the wide plain frieze, and <br />brackets. A low hip roof entry porch on the east side has a dentilled frieze board and square fluted <br />supports. There are 1/1 wood double hung windows with wood sill. A gable garage with vertical plank <br />siding is accessible from Manitou. <br />ALTERATIONS: No previous COAs were recorded in the file. Although the existing roof is asbestos <br />tile, asphalt roof ,vas named on the 1977 and 1987 survey cards and on the 19332/49 Assessor's card. <br />APPLICATION ITEMS: Tear off and re -roof home with asphalt shingles. <br />DESCRIPTION OF PROPOSED PROJECT: Owner has applied to replace the asbestos sections of the <br />roof with new asphalt architectural shingles. Work would include removing all layers and other roof <br />material, re -decking, installing drip edge, re -flash chimney, install ice and water shield, felt paper, <br />architectural shingles ridge cap shingles, can and ridge vent, and plumbing boots. A contractor has not <br />been selected at time of Staff Report and we do not have information as to disposing of asbestos. From <br />viewing photographs taken of the roof, the asbestos material seems to be in rough shape, including build <br />up of organic material, chipping/brittle shingles, shingles replaced with another roofing material (possibly <br />slate), missing vent caps and deteriorating or insufficient flashing. Wood rot is also a problem on some of <br />the comer trim. <br />Extracted from a Roof Report by Slatile: <br />I. Existing Conditions of Sloped Roof Areas: <br />1. The roof consists of multiple sections of 12/12 pitch gable roofs. Decking is -wood, open slat <br />design. Base roofing material is cedar shake. Second layer material is asbestos tile. <br />a. The asbestos tiles are past the serviceable life of the material. The tile are severely pitted and <br />worn. There is a buildup of moss and algae on the slates, further depredating the integrity of <br />the slates. <br />The current roof is far past its life and requires replacement. Replacement must include removing <br />the cedar shakes under the current slates. <br />The serviceable life of the over-all roofing on this house is less than 7 years before significant <br />water infiltration is noticed. Regular maintenance and repair could, however, extend the life of the <br />roof slightly. <br />
