Property Owner: Cole Hay <br />Landmark or District Designation: Chapin Park <br />Rating: Outstanding <br />DESCRIPTION OF STRUCTURE/ SITE: The 2 storey frame house with a south bay has an irregular plan set upon a brick <br />foundation. It has a cross gable roof with moulded rake and 3 -tab asphalt shingles. There is a small shed dormer on the central <br />gable. The windows are nine -light casements in the front with 3 light transoms. The bay has 9/1 double hung windows. The <br />front door is a wood panel door from the 1916 re -model with round light and arched lintel and decorative metalwork and hinges. <br />There are some original wood storm windows and aluminum storm windows. <br />ALTERATIONS: The fa gade of the house was re i a cottage sty from a T plan s wrap around porch <br />and Doric columns above the knee wall. The 1/1 double hung windows were replaced with casements in the front and 611 in the <br />rest of the house. The bay area was added in 1916 with 9/1 windows. The original wood roofing shingles have been replaced <br />with asphalt shingles. The metal awing over the front entrance noted in the 1987 survey card has been removed. The aluminum <br />storm windows are modem additions. The roof was replaced with COA 2010 -1001A <br />APPLICATION ITEMS: Add a 7'x7' porch over front entry with pitch on roof to match that of bay window. The owner is <br />proposing to construct a 7 foot by 7 foot front porch to correct an earlier mis- design of the front entry that allows water run -off <br />from two roofs to severely damage the structure and create a dangerous "slip & Fall" risk in the winter. A temporary frame of <br />the porch roof has been erected for visual inspection. A Completed porch would match the framing and trim of the existing <br />structure, so that its addition would not be discernable. <br />DESCRIPTION OF PROPOSED PROJECT: The homeowner is proposing to restore the deteriorated brick stoop and steps <br />that were removed in 2010. The porch roof has already been installed. The 4 "x4" post will be replaced with a brick pier with a <br />stone cap and a 10" diameter composite Doric column to support to roof. Per drawing submitted. The trim work will match that <br />of the house. <br />STANDARDS AND GUIDELINES: <br />D. ENTRANCES, PORCHES AND STEPS <br />Most houses in the district have either an open or enclosed porch across the front. Most porches have either hip or gabled roofs or <br />are covered by the main roof of the house. <br />Required <br />When deteriorated beyond repair, existing or original porches, stoops, patios and steps, including handrails, balusters, columns, <br />brackets, tiles and roof decorations, shall be retained or replaced by replicas of the same design or by a design more in keeping <br />with the historic period of the structure. <br />Porches and additions reflecting later architectural styles and which are important to the building's <br />historical integrity shall be retained. <br />Recommended <br />When enclosing porches for heat conservation or for other reasons, it should be done in a manner <br />that does not alter the architectural or historical character of the building. <br />Prohibited <br />Front porches, stoops, patios and steps that are important to the building's style and development shall not be altered or removed; <br />if in need of replacement, see above Required section. See also Section IV B. Access for Handicapped or Disabled Persons. <br />Not Recommended <br />Original porch details should not be replaced with materials representing a different period or style <br />from the original. <br />STAFF RECOMMENDATION: Staff recommends approval as it conforms to the Chapin Park Guidelines and will restore an <br />original feature to the entrance. <br />Prepared by: Catherine D.
