IL <br />STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: August 6, 2013 <br />Application Number: 2013-0731 <br />Property Location: 1013 East Jefferson <br />Architectural Style/Date/Architect or Builder: Free Classic Cottage/1907/Ennis Austin <br />Property Owner: Serena Howley <br />Landmark or District Designation: Local Landinarldfloward Park National Register <br />Rating: Outstanding <br />DESCRIPTION OF STRUCTURE/ SITE: The Studebaker/Johnson House is a two storey frame with <br />a clapboard first storey and shingle second storey with an irregular plan set upon a brick foundation. <br />There is a prominent front gable with deep return and shed roof side extensions. There is a porch across <br />the front of the house with double fluted columns and a mosaic floor and a front entry vestibule with <br />pilasters and narrow diamond pane side lights. There is a three sided bay projection on the west side. <br />Some of the window feature. diamond panes in the transoms with one over one double hung windows. <br />ALTERATIONS: The original shingles in the second storey had been removed and replaced with <br />clapboard vinyl siding. This feature has been restored using modern materials. The diamond parted <br />windows in the transoms are original but the double hung windows appear to be replacement windows. <br />The porch details have been restored but the balustrades have been removed and the owner had located <br />replacements. The rear of the house appears to has be been altered to accommodated multi family use and <br />has been modified to eliminated a back entrance. The tear parking lot has been removed and a lawn <br />planted. <br />APPIACATION ITEMS: Remove pine — root base is too close to house and water lines from the street — <br />replace with a smaller decorative tree with a smaller root base — was recommended to remove tile tree <br />when.] bought the house because it could potentially damage water lines. <br />DESCRIPTION OF PROPOSED PROJECT: ' The homeowner is applying to remove a pine tree in tile <br />front yard of the home to prevent damage to buried water supply lilies with the intention of planting a <br />smaller, decorative tree in its place. <br />STANDARDS AND GUIDELINES: <br />Preservation Standards for Historic Landmarks in South Bend and St..Joseph County <br />Group 13 <br />G. Building Site and Landscaping (These standards apply to both A and 13) <br />1. Required <br />Major landscaping items, trees, fencing, walk ways, private yard lights, signs (house numbers) and benches which <br />reflect the property's history and development shall be retained. Dominant land contours shall be retained. <br />Structures such as: gazebos, patio decks, fixed barbecue pits, swimming pools, tennis courts, green houses, new <br />walls, fountains, fixed garden furniture, trellises, and other similar structures shall be compatible to the historic <br />cliaracter of the site and neighborhood and inconspicuous when viewed from a public way. <br />2. Recommended <br />New site work should be based upon actual knowledge of the past appearance of the property found in photographs, <br />drawings, and newspapers. Plant materials and trees in close proximity to the building that are causing deterioration <br />to the buildings historic fabric should be removed. However, trees and plant materials that must be removed should <br />be immediately replaced by suitable flora. Front yard areas should not be fenced except in cases where historic <br />documentation would indicate such fencing appropriate. Fencing should beinchiracterwilli the buildings style, <br />materials, and scale. <br />
