STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 1 April 2013 <br />Application Number: 2013 -0314 <br />Property Location: 1201 East Wayne Street North <br />Architectural Style/Date/Architect or Builder: Modern/1966 <br />Property Owner: Alexander and Laurie Martin <br />Landmark or District Designation: East Wayne Street <br />Rating: Non - Contributing <br />DESCRIPTION OF STRUCTURE/ SITE: This residence was built in 1966 for Emil and Virginia <br />Havel. It is a two storey frame construction with a flat rusticated stone fagade on an irregular plan <br />with a low gable roof covered with asphalt shingles. There is a flat rusticated stone chimney. A one <br />storey front flat roof section extends out to cover open porch supported by simple wood box <br />columns over a concrete slab. The windows are large single pane. There is a two car garage with <br />board and batten siding and asphalt shingled roof attached to the rear of house by a one storey <br />gable roof connector. <br />ALTERATIONS: The gable connector to the garage was noted.as an addition on the 1986 survey <br />card. The roof on the house and garage was replaced in 2006 (COA#20061214A); the storm doors <br />on the front of the house are replacements COA #2007 -0517; the roof on the porch and breeze way <br />were replaced along with repairs to the moulding, soffit, gutters and fascia board COA# 2008 -0917. <br />The side entry door was replaced with a metal clad 6 panel solid door along with the storm door <br />with a self - storing Courtyard aluminum storm door. There was also the installation of the <br />aluminum soffit vents and the capping of the porch beam (COA #2009 - 0618). <br />APPLICATION ITEMS: On the east side of the house there is an area -open on three sides - <br />between the dining room (to south) and garage (to north); we plan to screen and roof this area. <br />DESCRIPTION OF PROPOSED PROJECT: The homeowners have engaged Ashton Construction <br />to create a 10'x16' an enclosed porch in the patio area located between the dining room and the garage. <br />The enclosure will have cedar 6" cove siding on the exterior wall, three 32 "x48" triple track double hung <br />storm windows (see brochure) and a storm door (see brochure). The Roof will be framed to match <br />existing flat roof and a 3'x3' skylight will be installed in the center of the roof. All per proposal , <br />diagrams and brochures submitted. <br />STANDARDS AND GUIDELINES: East Wavne Street: <br />III. NEW CONSTRUCTION <br />New construction includes any new building or structure constructed within the boundaries of the historic district, <br />or any new addition to an existing building. New construction should be designed considering the appearance of the, <br />other buildings in the neighborhood. <br />A. HEIGHT AND PROPORTION <br />The majority of structures in the district are two stories high and are square, rectangular, or irregular in plan. There <br />are a few story- and -a -half residences. The prevalent facade proportions are between a 1:1 and a 1:2 height -to -width <br />ratio. <br />Required <br />The height of a new structure and its height -to -width proportions shall be consistent with adjacent buildings in the <br />district. The building height shall be no greater than that of the tallest existing structure and no less than that of the <br />lowest existing structure of the same type in the same block. Facade proportions shall be established by permitting <br />no structure with a facade wider or narrower than those existing in the same block. Additions to existing buildings <br />shall be related in height and proportion to the existing structure. <br />
