STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 3 April 2013 <br />Application Number: 2013 -0403A <br />Property Location: 113 West North Shore Drive <br />Architectural Style/Date/ Gabled Front/1888 <br />Property Owner: Martha and Gerald Mine <br />Landmark or District Designation: Local Landmark/National Register/West North Shore LHD <br />Rating: Outstanding <br />DESCRIPTION OF STRUCTURE/ SITE: The Samuel Leeper, Jr. home is a two storey painted brick <br />home set upon a rectangular brick foundation with rear additions. The gable roof is pitched and shingled. <br />The South & East continuous porch with wood dentils, bead board ceiling and nine wooden round Doric <br />columns may be an addition. The windows are 1/1 double hung with brick arch and fancy wood infill <br />panel at head and cut stone sills. The single simple entrance is in an opening that matches the window <br />rhythm and shutters. There is an ornate wooden gable fan with fancy scribing. <br />ALTERATIONS: The rear porch was enclosed before 1949. The chimneys were removed with various <br />COAs. The house was re- roofed with a COA in 1995 with fiberglass shingles, turbine vents and a metal <br />- chimney were removed and replaced with three pod vents on the west side. The porch floor was replaced--_ <br />in -kind with COA 2007- 0605A. DESCRIPTION OF _ PROPOSED PROJECT: The homeowner proposes't move a brick wall _ <br />with concrete block foundation system that is currently being kept from falling into the alley by three <br />anchors on the wall which terminate around two trees and at a stake in the middle of the back yard. The- <br />wall was erected- fourty.years ago. Please see assessment from J&J_ Ma nay andStaff photographs:- The -,- <br />proposal is to completely remove the brick wall. The concrete foundation/retami g wall will also be <br />removed down to the first course and then rebuilt and re- enforced with metal rods. The homeowner has <br />decided not to replace the brick but have Schuell Fence install a dog eared privacy fence along the alley <br />on top of the re- installed concrete block foundation/retaining wall to match and meet up with current side <br />yard fence. <br />f,=s.; <br />STANDARDS ANDGLlIDE1INES = sx <br />,- <br />Local Landr ark <br />Buildinu Site and Landscanin : <br />1. The removal of the <br />deteriorating non original brick along the alley and the erection of a wood fence will conform with <br />the other fences along the alleyway in the West North Shore District and will not be visible from the <br />public way. <br />
