STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 12 October 2012 <br />Application Number: 2012-1012 <br />Property Location: 557 Edgewater <br />Architectural Style/Date/Architect or Builder: Prairie/1920/Whitcomb&Keller <br />.Property Owner: Tina Assimos <br />Landmark or, District Designation: Local Landmark/Edgewater <br />Rating: Outstanding <br />DESCRIPTION OF STRUCTUIZE/ SITE: The house was landmarked in 2000. This is a rico storey stucco home <br />with intersecting hip roofs covered with Art Lock asphalt shingles. It has broad flat soffitcd overhangs. There is an <br />enclosed front porch surrounded by stucco piers facing the river. The windows are 1/1 double hung with divided <br />upper light. There is a porte cochere at the west side main entrance. There is a detached 2 car garage with two sets <br />of double leaf wood doors with 8 light windows. <br />ALTERATIONS: Aluminum storms were added (COA 1981-0414). Rear and side foundation windows replaced <br />with vinyl windows (COA 1984-0813)A two storey rear addition was built in 1989 that replaced a two storey porch <br />and vinyl beaded soffit was installed (COA1989-0110). The roof material is not original to the house (COA 1998- <br />0617) or the garage(COA 1999-1130). Replaced 90 year old garage door and garage floor. Straightened driveway <br />and with concrete. Built/Constructed roof over .rear entry door in style of rear bay window roof, proportional to <br />doorway size, approximately 4'x4'. Constructed wood steps with landing and banister at 45 degree angle to rear <br />floor so that steps face the driveway. (CO.A20.11-0428). New architectural asphalt roof with COA 2012-0518. <br />APPLICATION ITEMS; Remove existing overhang with built in gutter system. Build new overhang with <br />standard box soffit and fascia (install new fascia at angle if need be). Install new 5" seamless gutters flat mounted <br />against fascia. All painted to match. Install bead board soffit to match. <br />DESCRIPTIO' OF PROPOSED PROJECT: Vinyl was previously installed over failing original stucco soffit, <br />which masked the issue, enabling the stucco underneath to further deteriorate. This situation was discovered when <br />Freund Roofing was completing previously approved COA#2012-0518 for roof replacement. Internal gutters are <br />deteriorated and cannot be repaired. <br />STANDARDS AND GUIDELINES: Groun B <br />The Commission has the authority to determine the architectural merits and the extent of any proposed treatment, <br />renovation, or addition to a historic landmark.. The commission will require drawings, plans, specifications, and/or <br />samples where appropriate. <br />A. Maintenance <br />The maintenance of any historical structure or site shall in no way involve any direct physical change except for the <br />general cleaning and upkeep of the landmark. The Commission shall encourage the proper maintenance of all <br />structure or sites. <br />B. Treatment <br />Treatment shall be defined as any change of surface materials that will not alter the style or original form. Such <br />improvements include re -roofing, glazing, or landscaping lawns and may involve a change that can potentially' <br />enhance or detract from the character of he landmark. A treatment change of any surface whether on the landmark <br />or in its environment may require a Certificate of Appropriateness if it significantly alters the appearance of the <br />landmark. Although these kinds of changes may not require a Building Permit, a Certificate of.Appropriateness <br />may be necessary. The commission should review the proposed treatment for character and style consistency with <br />the original surfaces. <br />C. Renovation and Additions <br />
