STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />mm�ate: 31 October 2012 <br />Application Number: 2012-1031 <br />Property Location: 519 S. St. Joseph <br />Architectural Style/Date/Architect or Builder: 1900/Free Classic <br />Property Owner: Sheila McCarthy <br />Landmark or District Designation: Taylor's Field <br />Rating: Notable <br />DESCRIPTION OF STRUCTURE/ SITE: This two storey plus attic Free Classic has an irregular plan and is <br />situated on a rough cut stone foundation. The exterior walls are clapboard siding with Corner boards on the first <br />floor only and bell cast shape to second floor wall. The pyramidal roof is covered with asphalt shingles and has <br />large intersecting gable facades on the south and east (front) sides. There is a full width porch across front with <br />wood flooring and balustrade, paired ionic wood columns, concrete steps and lattice work at base. The windows <br />are wood 1/1 double hung though out; there is a multi paned fixed side lights around the Palladian window in the <br />upper storey south gable... <br />ALTERATIONS: The house was restored in 1981 by Historic Landmarks of Indiana and Southhold Heritage <br />Foundation. The iron railings could have been added then to bring it up to Code. The roof is new. The rear <br />addition has a concrete block foundation and probably was added later. The exterior surface of the house is failing; <br />the interior is in very poor condition. . <br />APPLICATION ITEMS: Remove addition in rear, which has deteriorated beyond repair and is crumbling; <br />replace any missing clapboards, restore rear fagade. <br />DESCRIPTION OF PROPOSED PROJECT: The owner proposes to have the deteriorating rear addition to the <br />house completely removed and then restore the rear facades clapboard and openings. <br />.STANDARDS AND GUIDELINES: V GENERAL: <br />--A. Buildings in the district should not be demolished except where a building poses a threat to the public safety, <br />and demolition is the only alternative. Documentation of interior and exterior features of the original buildings, <br />especially homes rated as historically significant, is encouraged. Measured drawings and photographs may be <br />submitted to the Historic Preservation Commission for safekeeping and future reference. <br />STAFF RECOMMENDATION: Staff recommends approval. This house has been on Code's list of violations <br />for at least a decade. The current homeowner is attempting to restore the original 1900 house.
