STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: November 5, 2012 <br />Application Number: 2012-1105 <br />Property Location: 14912 Brick Road, Granger <br />Architectural Style/Date/Architect or Builder: T-Plan/Italianate/1892/D. Werst & Sons Builder <br />Property Owner: David and Bobbie Seng <br />Landmark or District Designation: Local Landmark <br />Rating: Outstanding <br />DESCRIPTION OF STRUCTURE/ SITE: Harris Township District No. 1 School is a two storey T - <br />plan Italianate on a cut stone foundation. The cross gabled roof has a high pitch with boxed cornice, wide <br />plain frieze and is shingled with asphalt. Walls are redbrick. 1 -over -1 double hung windows with . <br />transom replaced the 4 -over -4 wood double hungs retaining the brick arch lintels. Front entry door is <br />solid with six panels with transom. A -modern garage exists at south end of lot. - - - -- <br />ALTERATIONS: The rear of the structure was burned to the ground, causing the roof to collapse in <br />1988. The structure began its transformation from a school house into a single family home with COA <br />issued October 6, 1989. Windows and front door are replacements. Composite material deck has been <br />installed in the rear with a vinyl spindle stair rail. Rear fagade has a window wall in center. <br />APPLICATION ITEMS: Fencing in back yard with French Gothic style wood fence. <br />DESCRIPTION OF PROPOSED PROJECT: The owners have selected four fence styles intended to <br />collectively work together to fully enclose the rear yard to contain a curious dog. As identified on the key <br />provided by the owner, (A) is a 3' Colonial spindle white vinyl porch railing that will be installed only on <br />the rear composite deck, to connect the existing stair rail of the same style. Beginning at the bottom of the <br />stair is (B) a 4' French Gothic spaced wood picket fence installed to connect with the garage. A gate of <br />the same style will be installed. At the garage rear will be (D) a 4' green vinyl coated chain link fence <br />that will extend across the back of the property against a field, turning to wrap the side of the rear yard. <br />Two gates of the same style will be installed near the garage. Where (D) terminates at the side of the rear <br />yard, (C) 6' French Gothic good neighbor style semi -privacy fence begins and will complete the side of <br />the rear yard and turn to connect with the rear corner of the house. A 10' double drive gate of the same <br />style,'will be installed on the street facing fence, which is the terminus for the driveway. <br />STANDARDS AND GUIDELINES: GROUP B STANDARDS <br />G. Recommended <br />New site work should be based upon actual knowledge of the past appearance of the property found in <br />photographs, drawings, and newspapers. Plant materials and trees in close proximity to the building that <br />are causing deterioration to the, buildings historic fabric should be removed. However, trees and plant <br />materials that must be removed should be immediately replaced by suitable flora. Front yard areas should <br />not be fenced except in cases where historic documentation would indicate such fencing appropriate. <br />Fencing should be in character with the buildings style, materials, and scale. <br />STAFF RECOMMENDATION: Staff recommends approval as the fence selections will creatively <br />adapt to the character of the property on each side, conforming to the guidelines. <br />Elicia D.
