STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: May 7, 2012 <br />Application Number: 2012-0507B <br />Property Location: 710 North St. Joseph <br />Architectural Style/Date/Architect or Builder: Queen Anne / 1907 <br />Property Owner: William and Catherine Hostetler <br />Landmark or District Designation: River Bend LHD <br />Rating: Contributing <br />DESCRIPTION OF STRUCTURE/ SITE: This two storey square plan single family house sits on top <br />a rusticated concrete block foundation. The steeply pitched hip roof has a centered gabled roof projection <br />and is covered in asphalt shingles. A first storey front porch has a gabled entry over steps. %2 high <br />rusticated concrete piers with square tapered wood columns support the hipped porch roof. Porch has <br />concrete steps and wood decking. The walls of the house are vinyl siding. Windows are 1/1 double hung <br />wood with aluminum storm windows. An aluminum storm door shields a wood front door with a single <br />pane window. A small vinyl sided garage sits on the north side of the house. <br />ALTERATIONS: Vinyl replacement siding has been installed. Aluminum storm windows and storm <br />door have been installed. A second front entrance with a second storey balcony on the south are not <br />original. <br />APPLICATION ITEMS: Replace eaves trough in-kind. Replace driveway and sidewalk with bricks. <br />Repair columns and replace railings. Install brick patio. Deck and railing on balcony. Fence along alley <br />and around patio. <br />DESCRIPTION OF PROPOSED PROJECT: Gutter is aluminum and will be replaced in-kind. <br />Driveway and sidewalk are currently concrete and are each deteriorated and will be replaced with the <br />same Hollandstone Rustic Red bricks. A broken sidewalk on the side will also be replaced with same <br />bricks leading up to wood steps that will be replaced in-kind. It is on this side that a petite patio of the <br />same brick will be installed (there is no back yard so this will serve as the "back yard"). On the front <br />porch, the vinyl is only covering framing and is barely attached. The vinyl and wood will be removed <br />entirely and in its place, a repurposed wrought iron rail will be installed pier to pier. The existing wrought <br />iron railing on the stairs will be restored. All other work related to the porch was approved by Routine <br />Maintenance Exclusion 2012-0420A. A black wrought iron or aluminum fence will be installed around <br />the patio to complete the "back yard". Along the alley from the front corner of the house to the back <br />corner, install a six foot high wood fence to shield house from nearby traffic. At the rear second storey, a <br />1 '/4" pipe rail currently exists around the 4' x 16' balcony. The owner proposes to attach 36" high black <br />aluminum fence panels to the pipe rail for added security and to improve the aesthetics. To protect the <br />user while walking on the balcony's waterproof covering, owner proposes to install wood decking of <br />pressure treated wood over the roof membrane. <br />STANDARDS AND GUIDELINES: <br />I. BUILDING SITE, LANDSCAPING, & ACCESSORIES <br />Individual properties in the district are characterized by a house located near the front of each lot, <br />with a small lawn in front and a larger lawn to the rear of the property. Those properties facing the <br />river on Riverside Drive generally have sloping front lawns and flat back yards. The majority of <br />structures have been erected on a single lot.
