4. <br />STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 7 May 2012 <br />Application Number: 2012-0503A <br />Property Location: 739 Leland Avenue <br />Architectural Style/Date/Architect or Builder: American Foursquare/1923 <br />Property Owner: Ramiro Acuna <br />Landmark or District Designation: Chapin Park LHD/NR <br />Rating: Contributing <br />DESCRIPTION OF STRUCTURE/ SITE: 739 Leland is a two storey American <br />foursquare set upon a brick foundation. The exterior walls of the house are wood <br />clapboard with comer boards and a band course between the stories. The hip roof has a <br />front dormer, wide eaves and cornice board and covered with asphalt shingles. There is a <br />full brick front porch with solid brick railing supporting 3 brick piers. <br />ALTERATIONS: Most of the 4/1 original windows have been removed. The two sets <br />of double windows on the front second floor have been removed, their openings boarded <br />in and smaller 2/2 vinyl windows installed. The first floor westerly side window has <br />been removed and its opening boarded in and a smaller sliding vinyl window has been <br />installed. The original wood door has been replaced with a steel security door and <br />aluminum storm door. The front roof dormer has vinyl siding applied on its sides. The <br />house is now connected to the garage with a vinyl covered passageway with a steel <br />security door. The brick chimney above the roof line has been removed and an aluminum <br />stack has been inserted. The garage has been sided with vinyl. <br />APPLICATION ITEMS: Replace windows and chimney. <br />DISCRIPTION OF PROPOSED PROJECT: The work on this house was red -tagged <br />by the building department because it was performed without the proper permits or <br />approved Certificates of Appropriateness. The homeowners are applying for approval of <br />the work that has already altered this house: The removal of the original double sets of <br />second storey.windows and the alteration of the openings to accommodate smaller double <br />hung 2/2 vinyl windows and the removal of the first floor side window, the reduction of <br />its opening to accommodate the installation of a sliding vinyl window system. The <br />owners also want approval of the installation of the aluminum stack in replacement of the <br />brick chimney above the roofline. <br />STANDARDS AND GUIDELINES: <br />CHAPIN PARK STANDARDS AND GUIDELINES <br />C. WwDows AND DooRs <br />Window and door frames are in most cases wood and vary depending upon the style of the home. <br />Many are double hung windows with wood trim and sills. Brick structures have stone sills and <br />brick lintels. In some cases where aluminum siding has been applied, the window and door trim <br />has been covered. About half of the structures in the district have aluminum storm windows; the <br />other half have wood storm windows. <br />
