Washington COA#2012-0305A Local Landmark <br />Representation by Todd Zeiger of Indiana Landmarks, Owner and Jennifer Feeney <br />of Kil Architecture and Planning <br />Member of the public, Donnie Rogers, neighboring property owner, voiced his <br />support in general and concerns regarding the increased foot traffic and liability <br />issues. <br />STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />--Date: March 5,20l2-------- <br />Application <br />,2012 -- Application Number: 2012-0305A <br />Property Location: 501 West Washington - Rushton Apartment Building <br />Architectural Style/Date/Architect or Builder: Neo-Classical/1906/Austin & Schneider <br />Property Owner: Indiana Landmarks <br />Landmark or District Designation: a Local Landmark in the West Washington National Register District <br />Rating: Notable <br />DESCRIPTION OF STRUCTURE/ SITE: This is a four -storey Neo -Classical style apartment building. It has a rectangular plan, flat roof <br />with metal parapet coping, iron/steel cornice scupper, one over one double -hung wood frame bay windows with simple surrounds, limestone base <br />bay window supported by bracket and simple one over one wood double -hung window units through out with limestone sills. The building has <br />brick masonry walls with limestone quoining, brick dentils and limestone cornice. It has a wood and glass entrance door with decorated <br />surrounds, arch cornice with keystone and concrete steps with the inscription "The Rushton". The porch entrance is supported by decorated brick <br />piers with eyebrow cornice and brackets on each side with concrete step, concrete floor and concrete foundation. The south entrance door has an <br />oversized, full light and the west door is a half light (nine over nine divided light configuration) with arched transom. <br />ALTERATIONS: Some aluminum storm windows have been installed. <br />APPLICATION ITEMS: Please see attached written description. <br />DESCRIPTION OF PROPOSED PROJECT: <br />A representative from Kil Architecture submitted the proposal on behalf of the owner, Indiana Landmarks. The rehabilitation plans are in the <br />beginning design phase and are intended to give the Commission an overview of the proposed exterior improvements and an early chance to offer <br />suggestions. The application items that are considered in-kind are available in detail in the submitted attachments and can be considered Staff <br />approved or Routine Maintenance Exclusion and will not be elaborated on in this report. <br />The application items to be considered by the Commission include 1. Removal of an existing deteriorated metal fire escape that is tucked into an <br />alcove carved out of the building footprint to accommodate the addition of a new fire -rated stair enclosure, elevator, and ADA -accessible entry <br />vestibule on the west fagade. It is within this alcove that the new one storey accessible entry and full four storey height elevator will be built. The <br />addition will be brick selected to closely resemble the existing common brick as seen on the west side. The door will be a wide stile aluminum <br />door (5" stiles, 5" head and intermediate rail and 10" bottom rail) with upper and lower insulated glass light. The frame will be aluminum. See <br />west elevation and site plan. 2. Replace existing low sloped membrane roof with new white colored TPO adhered roof including new flashing, <br />roof drains, and drain stacks to be tied into storm drainage system. 3. Remove existing aluminum storm windows. Install Marvin sash pack <br />replacements (one over one, wood interior/aluminum clad exterior) within the existing frames. Exterior wood trim will be repaired, scraped and <br />repainted with an oil based primer and two coats of a high performance latex paint. Exterior sills will be repaired or replaced as necessary. Steel <br />lintels over windows will be repaired and repainted or replaced in-kind if deteriorated beyond repair. The projecting window bay metal roofs will <br />be repaired, re -flashed and repainted or replaced in-kind if required. See March 5 letter from Indiana Landmarks regarding the state of the <br />windows. Staff concurs that rehabilitating what is left of the original windows may not be the best option. There are about 130 windows on the <br />Rushton, not counting the alcove where the new entrance is proposed. Many windows have entire sashes missing and a good number of the <br />windows qualify as deteriorated beyond repair. The aluminum storm windows are nothing but frames, no screen, no glass and have not protected <br />the windows for at least a decade. The proposed replacement is a suitable selection for the building as it will provide minimum visual change and <br />will allow for the existing jamb to remain in place. A prototype unit is intended for installation for everyone to weigh in on. 4. The plan is for <br />the doors to be repaired but they have been boarded up for a long time and haven't been thoroughly evaluated yet. If replacement is necessary, <br />the owner proposes to retain the existing frame and replace the panel with a new unit in wood or aluminum that will be compatible with the <br />original style. 5. Regarding masonry, the proposal is to perform selective tuck -pointing and repair to the limestone as required. Cracked or <br />damaged brick will be replaced with brick to match as closely as possible. Old metal anchors will be removed and holes repaired. Open vertical <br />joints are proposed to be ground out and repaired with a soft sealant joint to allow for movement, reducing the possible damage to the adjacent <br />brick. 6. New exterior lighting is proposed under the covered south porch at the entry door and at the new west entrance, style to be determined. <br />GROUP B LOCAL LANDMARK STANDARDS: <br />The Commission has the authority to determine the architectural merits and the extent of any proposed treatment, renovation, or addition to a <br />historic landmark. The commission will require drawings, plans, specifications, and/or samples where appropriate. <br />A. Maintenance <br />
