4' <br />STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Application Number: 2012-0314 <br />Property Location: 612-614 South Carroll <br />Architectural Style/Date/Architect or Builder: Queen Anne/1901 <br />Property Owner: Francisco Gonzalez <br />Landmark or District Designation: Taylor's Field <br />Rating: Contributing <br />DESCRIPTION OF STRUCTURE/ SITE: This Queen Anne Apartment House is two <br />storeys with attic. It has wood frame construction and siding that set upon an irregular <br />brick foundation. The roof has side gables with an intersecting front hip and a front gable <br />dormer. The roof has asphalt shingles. There are entry porches on either side of the front <br />with Doric column supports wood balustrades, steps and floors. There is a front bay <br />window on the south side of the first storey. Those front windows are Jen Weld <br />casement windows. The windows on the rest of house are 1/1 wood double hung. <br />ALTERATIONS: The glass block in the basement windows is not original. In 2002 <br />COA#2002-0128a was issued to replace roof with asphalt shingles. In 2007 COA 2007- <br />0607 was issued to repair and patch the roof, replace rotting wood siding, repair porches <br />and foundation, replace security doors and to repair and replace windows; the front Jen <br />Weld -windows _were installed at that -time replacing windows that _did _not appear to be <br />original. In 2009 COA 2009-0211 was issued to demolish the deteriorated garage in the <br />rear of the house. <br />APPLICATION ITEMS: Fix the windows and replace the clapboard. <br />DESCRIPTION OF PROPOSED PROJECT: % Original windows were removed on <br />the north and south side of the first floor. The windows were not standard side and were <br />replaced with 4 Pella vinyl double hung windows. A smaller sliding vinyl Crestline <br />window on the north side was installed in the opening which will have clapboard infill to <br />match the existing siding. There are also 5 windows on the second floor that if they <br />cannot be repaired will be replaced with wood windows to match what is currently there <br />and fill in with clapboards if necessary. <br />STANDARDS AND GUIDELINES <br />C. Wmows AND DOORS <br />Window and door frames are in most cases wood. Brick structures have stone sills and brick <br />lintels. In some cases where additional siding has been applied window trim has been covered. <br />Many structures in the district have aluminum storm windows. Some houses retain wood framed <br />storm windows. <br />Required <br />Original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative <br />glass, pediments, hoods and hardware. When deteriorated beyond repair, they shall be replaced <br />with units and trim resembling the original. <br />Recommended <br />Wood frame storm windows and doors painted to match the original should be used but should <br />not damage existing frames and'should be removable. If new sashes or doors are installed, the <br />
