IAO <br />s4 <br />STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 3 July 1012 <br />Application Number: 2012-0613 <br />Property Location: 802 Leland <br />Architectural Style/Date/Architect or Builder: Gabled-ell/1894 <br />Property Owner: Ryan Andersen dba RYNO <br />Landmark or District Designation: Chapin Park <br />Rating: Non- Contributing <br />DESCRIPTION OF STRUCTURE/ SITE: The house is a one and a half storey frame set upon a T- Plan <br />foundation It has aluminum siding and a gabled roof with asphalt shingles and aluminum soffits and fascia. The <br />enclosed wrap around porch is also aluminum sided and has aluminum storm windows. The windows are double <br />hung, some are replacements and some have fixed aluminum awnings. There are wood steps leading to the front <br />door with wood railings and decking. <br />ALTERATIONS: The aluminum siding, awnings, storm windows fascia and soffit are replacements. The <br />enclosure on the wrap around porch and the rear shed roofed deck are additions. The windows do not appear to be <br />original. The front steps and lauding are not original. <br />APPLICATION ITEMS: Change Bad Windows <br />DESCRIPTION OF PROPOSED PROJECT: The owner has removed three wood double hung windows <br />without a COA from 3 locations on this non-contributing house Although the wood windows appear to be in <br />decent shape their sash system is the Tape Sash Balance system. This system was produced in the late 1930s and <br />used sporadically in our area. It's production was discontinued at the beginning of WWII when the metal (bronze or <br />brass) was required for the war effort <br />STANDARDS AND GUIDELINES: <br />Window and door frames are in most cases wood and vary depending upon the style of the home. Many are double <br />hung windows with wood trim and sills. Brick structures have stone sills and brick lintels. <br />In some cases where aluminum siding has been applied, the window and door trim has been covered. <br />About half of the structures in the district have aluminum storm windows; the other half have wood storm windows. <br />Required <br />Original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative glass, pediments, <br />hoods and hardware. When deteriorated beyond repair, they shall be replaced with units and trim resembling the <br />original. <br />Recommended <br />Wood storm windows and doors painted or finished to match the original should be used but should not damage <br />existing frames. If new sashes or doors are installed, the existing or original materials, design and hardware should <br />be used. When metal storm doors are used, they should be painted, anodized or coated to match the existing. When <br />awnings are used, they should be of canvas material. <br />Prohibited <br />Original doors, windows and hardware shall not be discarded when they can be restored and reused in place. New <br />window and door openings, which would alter the scale and proportion of the building may not be introduced. <br />Inappropriate new window and door features such as metal, vinyl or fiberglass awnings, hoods or aluminum <br />insulating glass combinations that require removal of original windows <br />and doors, shall not be installed. <br />Not Recommended <br />Fake shutters that would detract from the existing character or appearance of the building should not be <br />used. <br />STAFF RECOMMENDATION: Although the sashes appear to be in good condition, the Staff has no first hand <br />knowledge of what condition the frames were in before the replacement windows were installed. Since this house <br />was built in 1894 and this sash system was introduced in the late 1930s, these windows are replacement windows <br />along with just about everything else on the exterior of this house. Staff recommends the approval of the <br />replacement of the replacement windows on this non-contributing structure. Staff also requests that the owner give <br />the sashes to HPC for demonstration purposes. <br />
