STAFF REPORT . <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 3 July 2012 <br />Application Number: 2012-0703 <br />Property Location: 971-973 Riverside Drive <br />Architectural Style/Date/Architect or Builder: American Foursquare/1911/Autin and <br />Shambleu <br />Property Owner: William Fewell <br />Landmark or District Designation: Riverside Drive LHD <br />Rating: Contributing <br />DESCRIPTION OF STRUCTURE/ SITE: This is a large two storey, plus attic, <br />American Foursquare. It has stucco walls with wood string course and water table; the <br />central dormer has wood shingles. The low hip with central hip roof dormer are covered <br />with asphalt shingles, the two windows are wood 8/1. The windows are 1/1 double hung <br />with wide wood surrounds and aluminum storms. There is a full length open front porch <br />with brick piers, wood Doric columns and balustrade. The handrails are temporary. <br />ALTERATIONS: The aluminum storm windows and doors are additions to the house <br />The roof was replaced with architectural shingles with COA# 1999-0928. The handrails <br />were in-kind replacements with COA#1996-1115; but are missing or have been taken <br />down. <br />APPLICATION ITEMS: Replace concrete with brick of stone; the walkway between <br />the sidewalk and front porch steps. Repair front concrete steps. <br />DISCRIPTION OF PROPOSED PROJECT: The owner has removed the <br />deteriorated concrete walkway and proposes to replace it with either a stamped concrete <br />pad or brick or stone pavers. Staff would recommend the reinstallation of the hand <br />railings. <br />STANDARDS AND GUIDELINES: <br />B. BUILDING SITES LANDSCAPING <br />AND ACCESSORIES <br />Individual properties in the district are characterized by a house located in the center of flat <br />lawn, often divided by a walk leading to the front entrance. Several of the residences are sited on <br />two or more building lots; however, the preponderance of the homes have been erected on a <br />single lot. Most of the properties include a double garage, usually located at the rear of the <br />property. The majority of garages are accessed from straight driveways leading from the main <br />thoroughfare, while a few are accessed from the alley. There are also a few <br />homes with a covered carport located at the rear of the property, as well as a few with circular <br />driveways. Driveway and sidewalk materials include concrete, asphalt and brick. All of the <br />properties have trees and most have trimmed shrubbery and/or hedges. Most of the houses <br />conform to a uniform setback line within each block. <br />Required <br />Plants, trees, fencing, walkways, private yard lights, signs (house numbers) and benches which <br />reflect the property's history and development shall be retained. <br />Recommended <br />New site work should be based upon actual knowledge of the past appearance of the property <br />found in photographs, drawings and newspapers.
