0• <br />STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 14 February 2012 <br />Application Number: 2012-0213 <br />Property Location: 803 West Washington <br />Architectural Style/Date/Architect or Builder: Queen Anne/1890 <br />Property Owner: Indiana Landmarks <br />Landmark or District Designation: West Washington national register district/facade easement <br />Rating: Outstanding <br />DESCRIPTION OF STRUCTURE/ SITE: This is a large solid stone Queen Anne that has two storeys <br />and an attic with turrets and gables and dormers. The roof is asphalt. It has a solid stone foundation. There <br />is an open front porch with stone steps and a port cochere on the rear east side with stone steps leading up <br />to the house. The windows are 1/1 double hung set within stone frames, heavy stone lintels and stone <br />sills. The house has two stone chimneys. There is a stone carriage house in the rear. The two structures <br />are set on a corner lot with minimal landscaping and surrounded by concrete parking areas. <br />ALTERATIONS: The tile roof was replaced with asphalt shingles after the 1987 fire. The rear porch <br />was enclosed. There is an additional structure enclosing another entrance at the rear. ' .The house was <br />converted into four family units in 1945, with further subdivisions after 1945. <br />APPLICATION ITEMS: Remove scrub brush and associated stumps along east property line, remove <br />chain link fence along east property line, install dirt and grass. Remove non-contributing windows <br />installed in carriage house door openings and associated rough sawn siding. Install finish grade exterior <br />plywood in openings as temporary cover. Paint Brown to match trim. Permanent opening treatments will <br />be determined and submitted at a later time. Remove later enclosure of rear porch and associated doors <br />and windows. All per attached listing and photographs. <br />DESCRIPTION OF PROPOSED PROJECTS: Indiana Landmarks proposes to remove the white <br />metal enclosures on and off the rear porch. This would return the porch to its original open air form. <br />Indiana Landmarks also proposes to remove the non -original windows and wood in the carriage house <br />door openings and replace it temporarily with exterior grade plywood painted brown to match the trim. <br />This would suggest the look of the original carriage house doors. Indiana Landmarks proposes to remove <br />the current landscaping items, re -grade the site as needed plant grass; replace the arbor vitae shrubs with <br />mulch. <br />STANDARDS AND GUIDELINES: <br />Deed of Easement 8324891 <br />2. No extension of existing buildings or improvements, and no additional buildings or improvements, and <br />no future development of any kind whatsoever shall be permitted on the Property, unless the plans and <br />exterior designs of such proposed future development have first been approved in writing by the Grantee, <br />and only if such proposed future development shall conform with applicable local, state or Federal <br />standards for construction or rehabilitation with the district wherein the Property is situate. <br />STAFF RECOMMENDATION: Staff recommends approval of the proposed work ori the main house <br />to remove non -original materials in the rear as well as the work on the carriage house. Since landscaping <br />is not specifically addressed in the easement document it canbe done without written permission from the <br />Grantee. <br />
