CALL TO ORDER <br />President Klusczinski called the meeting to order at 7:00 p.m. <br />Members Present: Timothy S. PUBLIC HEARING <br />A. CERTIFICATE OF APPROPRIATENESS <br />1. 826 Leland COA#2012-1207 Chapin Park <br />Representation by Frances Osei, owner, residing at 826 Leland. <br />STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 7 December 2012 <br />Application Number: 2012-1207 <br />Property Location: 826 Leland <br />Architectural Style/Date/Architect or Builder: Gabled-ell/1900 <br />Property Owner: Frances Osei <br />Landmark or District Designation: Chapin Park <br />Rating: Non Contributing <br />DESCRIPTION OF STRUCTURE/ SITE: The house is a two storey square structure with a concrete block foundation. The <br />house has vinyl siding with decorative vinyl fish scales in the front gables vinyl shutters around the windows which are 1/1 <br />vinyl double hung. Asphalt singles are on the roof. There is a steel front entry door with fan light <br />ALTERATIONS: All of the exterior fabric of the home has been covered in vinyl. The rear addition was added in 1948. The <br />three stall garage was most likely constructed later. <br />APPLICATION ITEMS: Construction of Privacy Fence at the back of alley. <br />DESCRIPTION OF PROPOSED PROJECT: The homeowner proposes to install a vinyl six foot solid privacy fence from the <br />rear set back at the left side of his home to the alley and then remove a wood privacy fence and replace it with the six foot vinyl <br />solid privacy fence along the alleyway. There will be a gate in the fence on the left side to allow access to the garage. There will <br />be a gate installed at the right rear set back to the home to the neighbor's chain link fence to allow access to the backyard. <br />STANDARDS AND GUIDELINES: <br />CHAPIN PARK <br />B. BUILDING SITE, LANDSCAPING & ACCESSORIES <br />This section focuses on individual properties and amenities. Building sites tend to be irregularly shaped, of varying topography <br />and with different setbacks with regard to plots. Alleys are generally behind houses. Landscape accessories like fences are unique <br />to each structure. Chapin Place presents a unique situation within the district.
