STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 14 December 2012 <br />Application Number: 2012-1214A <br />Property Location: 7.17 Lincoln Way East <br />Architectural Style/Date/Architect or Builder: American Four Square/1927/ Whitcomb & Keller <br />Property Owner: Lynn Patrick <br />Landmark or District Designation: Edgewater Place L.N.D. <br />Rating: Contributing <br />DESCRIPTION OF STRUCTURE/ SITE: 717 Lincoln Way East is a two storey rectangular brick <br />structure set on a brick foundation. It has an enclosed porch in the front with single pane windows. It has <br />two entrances and wood double hung 1/1 windows. It has a hipped roof with asphalt shingles. <br />ALTER,iiTIONS: The front porch was enclosed. There are aluminum storm windows and some <br />aluminum storm doors. In 2003 landscaping projects were approved to remove invasive trees. New eaves <br />and downspouts were installed in 2003. Foundation landscaping was planted along with an elm in the tree <br />lawn in 2008. A new sign was installed to the front yard with COA 2009-0615. <br />APLICATION ITEMS: - Install new cast iron or metal handrail at side steps at 717 LWE. <br />DESCRIPTION OF PROPOSED PROJECT: The owner wishes to install on the west side stoop and <br />stairs on both of its sides a hand rail system. The posts will be installed in holes drilled into the concrete <br />stoop and steps and then filled with epoxy. The railing will be soldered to the posts. Please see <br />illustration. <br />STANDARDS AND GUIDELINES: <br />D. ENTRANCES, PORCHES9 AND STEPS <br />The majority of the houses in the district have either an open or a enclosed porch across the front or on the side. <br />Most porches have either gabled or hipped roofs or are covered by the main roof of the house. A brick base Nvith <br />wood columns is common. <br />Required <br />Existing or original porches and steps, including handrails, balusters, columns, brackets, tiles and roof decorations <br />shall be retained or replace with replicas of the same design and materials when deteriorated beyond repair. Porches <br />and additions reflecting later architectural styles and which are important to the building's historical integrity Shall <br />be retained. <br />Recommended <br />When enclosing porches for heat conservation or for other reasons, it should be done in a manner that does not alter <br />the architectural or historical character of the building. <br />Prohibited <br />Porches and steps that are important to the building's style and development may not be altered or removed. <br />Not Recommended <br />Original porch details should not be replaced with materials representing a different period or style <br />from the original. <br />STAFF RECOMMENDATION: Staff recommends approval as the project conforms to the Edgewater <br />Standards. <br />
