STAFF REPORT CONCERNING APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS Date: 4 April 2012 Application Number: 2012 -0404A Property Location: 525 Edgewater Drive Architectural Style/Date /Architect or Builder: Dutch Colonial Revival/1922/ Whitcomb & Keller Property Owner: Firmer King Landmark or District Designation: Edgewater Place Rating: Outstanding DESCRIPTION OF STRUCTURE/ SITE: 1 % storey rectangular plan plus full length porch on a brick foundation. The walls are wood shingles. Roof is a side gambrel with a shed dormer along front, all covered in asphalt shingles. Porch features 4 square wood columns supporting a simple eave of low slope porch roof. Front door is a wood panel door with storm door. Windows are 8/1 wood double hung. ALTERATIONS: Aluminum storm windows and door. Porch was rebuilt in 2008. The rear door is not original to the house. The roof has been replaced. APPLICATION ITEMS: Install wrought iron handrails on the front steps and install a wrought iron handrail on the rear entry steps. The hand rails will be installed into the concrete of the porches and walkways. DESCRIPTION OF PROPOSED PROJECT: Re- install missing handrail with wrought -iron handrails on both sides of the front steps and re install one wrought iron handrail on the rear entry steps. EDGEWATER STANDARDS AND GUIDELINES: D. ENTRANCES, PORCHES, AND STEPS The majority of the houses in the district have either an open or a enclosed porch across the front or on the side. Most porches have either gabled or hipped roofs or are covered by the main roof of the house. A brick base with wood columns is common. Required Existing or original porches and steps, including handrails, balusters, columns, brackets, tiles and roof decorations shall be retained or replace with replicas of the same design and materials when deteriorated beyond repair. Porches and additions reflecting later architectural styles and which are important to the building's historical integrity shall be retained. Recommended When enclosing porches for heat conservation or for other reasons, it should be done in a manner that does not alter the architectural or historical character of the building. Prohibited Porches and steps that are important to the building's style and development may not be altered or removed. Not Recommended Original porch details should not be replaced with materials representing a different period or style from the original. STAFF RECOMMENDATION: The 1977 survey card notes wrought iron hand railing and columns. The hand railings were not in a 1996 file photograph. The porch was restored in 2008 to its original state in wood but without hand railings. There are wrought iron hand railings throughout this district. Staff recommends approval.
