00' <br />•J <br />STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 7 September 2011 <br />Application Number: 2011-0816 <br />Property Location: 320 South Street <br />Architectural Style/Date/Architect or Builder: Art Deco/1929/Fellheimer and Wagner of New York <br />Property Owner: Union Station Properties/Kevin Smith <br />Landmark or District Designation: Local Landmark and State Register <br />Rating: Outstanding <br />DESCRIPTION OF STRUCTURE/ SITE: The former New York Central train station is a two storey <br />station with a mezzanine and a barrel vault roof. The walls a running bond brick with double soldier <br />course fascia with dentil treatment. The roof is a copper-cladded material. The windows have simple <br />square openings, brick dentilled flat arch linter, wing windows have chevron motif brick spandrels. There <br />are round arch clerestory windows on the east and west. Doors are simple rectangular pedestrian doors. <br />The doorways on the north and eat side have cantilevered sky lighted steel marquis over them. The <br />building is situated close to South Street on the north and the railroad bed on the south with a large <br />parking lot to the east of the building. <br />ALTERATIONS: The original copper roof, windows and doors have been replaced and a chimney was <br />scaled down near the southwest rear portion of the roof per a restoration plan approved with COA issued <br />on 8 August 1985. The EPDM rubber roof was replaced on the east side canopy with COA# 2004-1004, <br />APPLICATION ITEMS: Ornamental fencing along South Street and Lafayette Blvd. Per drawings and <br />letter submitted. <br />DESCRIPTION OF PROPOSED PROJECT: Union Station Properties has engaged DHA to design a <br />fence and gate system to enclose and secure the parking lot on the east side of the Union Station. The <br />black metal fence is to be 8 feet high with flat caps on the fencing and acorn finials on the posts. DHA <br />also proposes to retain the existing trees on the north and south side of the exterior of the enclosure as <br />well as the landscaping on the east per plans submitted. DHA received the necessary variances from the <br />Area Board of Zoning Appeals and approval from Design Review. The parking lot and pedestrian gates <br />will match the style of the fence. The fence will be separated from the south entrance to the building by <br />the existing concrete sidewalk. The sidewalk pedestrian gate with security access/egress apparatus will be <br />attached to posts and not to the Station. <br />STANDARDS AND GUIDELINES: <br />B. Treatment <br />Treatment shall be defined as any change of surface materials that will not alter the style or original form. <br />Such improvements include re -roofing, glazing, or landscaping lawns and may involve a change that can <br />potentially enhance or detract from the character of the landmark. A treatment change of any surface whether <br />on the landmark or in its environment may require a Certificate of Appropriateness if it significantly alters the <br />appearance of the landmark. Although these kinds of changes may not require a Building Permit, a Certificate <br />of Appropriateness may be necessary. The commission should review the proposed treatment for character and <br />style consistency with the original surfaces. <br />C. Renovation and Additions <br />Renovation is the modification of a structure, which does not alter the general massing while and addition, is a <br />change in mass. A modification, which involves the removal of a part of the landmark, should be considered <br />under demolition (see demolition). <br />Additions to landmarks should not detract from the original form and unity of ht landmark and should not <br />cover singular examples of architectural detail. Additions to landmarks should be added in a manner that does <br />not disrupt the visible unity of overall appearance of the site. The proportions, in and ratios of the <br />existing structures should be carried through in the additions. Care should be taken not to change or alter the <br />following: <br />
