STAFF RECOMMENDATION: Staff recommends approval of the project as it is in keeping with the <br />Landscape Guidelines for Leeper Park. Staff researched this area of Leeper Park and there is no existing <br />documentation in the Parks Department Archives for the design, the flora and the trees planted in Garden <br />of Fragrance. What DLZ is proposing will convey the same intention as the 1954 Garden while <br />preserving its markers and monuments and utilizing the wrought iron fencing fragments as objects of <br />interest in the landscaping scheme. There was no formal pathway though the Garden of Fragrance and the <br />addition of a permanent, paved path from the sidewalk along Michigan to the monument and markers will <br />not detract from the overall landscaping plan of the Park. The curvilinear design of the sidewalk echoes <br />the 1915 Kessler design.These improvements will effectively screen the relocated lift station from the <br />Park and the proposed perennials will add variety and color. <br />
