Wood frame storm windows and doors painted to match the original should be used but should not damage existing <br />frames. If new sashes or doors are installed, the existing or original materials, design, and hardware should be used. <br />When metal storm doors are used, they should be painted, anodized or coated to match the existing. When awnings are <br />used they should be of canvas material. <br />Prohibited <br />Original doors, windows and hardware shall not be discarded when they can be restored and re -used in place. New <br />window and door openings which would alter the scale and proportion of the building shall not be introduced. <br />Inappropriate new window and door features such as aluminum insulating glass combinations that require removal of <br />the original windows and doors shall not be installed. <br />Not Recommended <br />Awnings, hoods, and fake shutters made of metal, vinyl, or fiberglass should not be used if they would detract from the <br />existing character or appearance of the building. <br />STAFF RECOMMENDATION: No one is quite sure if the current windows are original to the house. The survey <br />card indicates a 6/6 double hung pattern, while what is currently on the house is a mix of 6/6 on the second floor and <br />8/8 on the first floor in addition to other muntin patterns. Staff was unable to do an interior inspection of the windows; <br />however what staff could observe from the exterior was that cosmetically the front first floor windows appeared to be <br />OK. However, Bob Grant of Bob Grant Construction, Inc. performed an interior inspection and concluded that the <br />windows require extensive repairs and that five of the fourteen are of an inferior quality. Staff recommends approval of <br />the replacement windows. <br />On a motion by Todd Zeiger to amend application by applicant to reflect full frame <br />removal, cutting and reconfiguring aluminum siding, installation of a full width wood <br />trim, similar to the original, inserting a full frame replacement system, and the permanent <br />removal of storm windows with a second by Dave Steinhauer. Vote: 6-0. <br />On a motion by Dave Steinhauer with a second by Linda Riley to approve application as <br />amended by applicant for the complete removal of 14 windows and exterior sills from the <br />exterior along with storm windows, Install 14 full frame replacement Marvin wood <br />double hung windows with aluminum exterior cladding: "Marvin Clad Ultimate Double <br />Hung" with muntins. Restore original flat casing around the window to make that trim <br />around the window more prevalent, cut aluminum siding to fit and caulk edges. <br />Vote: 6-0. <br />COA 2011-0404 was approved as amended. <br />STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 4 May 2011 <br />Application Number: COA#2011-0421 <br />Property Location: 1615 East Wayne Street <br />Architectural Style/Date/Architect or Builder: Tudor Revival/1929/H.R. The roof is slate and the shed roof dormer is also covered in slate. There is a series of 5 <br />diamond paned lead glass windows across the front. There are 8 light casement windows in the lower and upper <br />levels. There are brick chimneys at each end and half-timbering and stucco on the west side toward the rear and the <br />back gable. <br />ALTERATIONS: Fifteen windows were replaced with Eagle brand casement windows with COA# 1997-0825. <br />APPLICATION ITEMS: Remove existing deteriorated slate tile roof, water damaged sub straight and install high <br />quality GAF Grand Slate fiberglass asphalt Look -a -like. <br />DESCRIPTION OF PROPOSED PROJECT: Remove the original, but failing slate roofing material. Repair <br />decking as needed, install ice and water shield and install GAF Grand Slate Fiberglass Asphalt roofing material. Haul <br />away all debris. <br />STANDARDS AND GUIDELINES: East Wavne Street: <br />B. ROOFS AND ROOFING <br />Roof shapes in the district encompass most of the various designs found in residential structures. Roofs are covered <br />with a variety of materials such as asphalt, asbestos, wood, and slate shingles, as well as clay tiles.. Residences in most <br />cases have wood fascias with gutters and downspouts. The fascia of some vinyl or metal sided houses are covered with <br />the same material. <br />2 <br />
