Nothing shall be done to change the essential character of the roof as viewed from the thoroughfare by adding <br />architectural features or large unsightly fixtures, or by using materials inappropriate to the style of the house. The roof <br />shall not be stripped of architectural features important to its character. <br />Not Recommended <br />Overhanging eaves, soffits, brackets and gables should not be covered or enclosed when adding metal or vinyl siding to <br />a building. <br />STAFF RECOMMENDATION: <br />Staff recommends approval of the new roof as it conforms to the East Wayne Street Guidelines. The slate roof has <br />deteriorated considerably and continues to flake and chip off the roof giving it the "rusticated" look it currently has. <br />The GAF product will restore the original look of the slate roof. <br />On a motion by Todd Zeiger with a second by Jerry Niezgodski to continue application <br />for further investigation to look at alternative materials. Vote: 6-0 <br />COA 2011-0421 was continued with conditions. <br />STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 28 April 2011 <br />Application Number: 2011-0428 <br />Property Location: 557 Edgewater <br />Architectural Style/Date/Architect or Builder: Prairie/1920/Whitcomb&Keller <br />Property Owner: Tina Assimos <br />Landmark or District Designation: Local Landmark/Edgewater <br />Rating: Outstanding <br />DESCRIPTION OF STRUCTURE/ SITE: The house was landmarked in 2000. This is a two storey stucco home <br />with intersecting hip roofs covered with Art Lock asphalt shingles. It has broad flat soffited overhangs. There is an <br />enclosed front porch surrounded by stucco piers facing the river. The windows are 1/1 double hung with divided upper <br />light. There is a pone cochere at the west side main entrance. There is a detached 2 car garage with two sets of double <br />leaf wood doors with 8 light windows. <br />ALTERATIONS: Aluminum storms were added (COA1981-0414). Rear and side foundation windows replaced with <br />vinyl windows (COA 1984-0813)A two storey rear addition was built in 1989 that replaced a two storey porch and <br />vinyl beaded soffit was installed (COA 1989-0110). The roof material is not original to the house (COA 1998-0617) or <br />the garage(COA 1999-1130). <br />APPLICATION ITEMS: Replace 90 year old garage door that falls off track when trying to operate -tried repairing 2 <br />years ago at cost of $250.00 but door remains inoperable. Have replaced garage floor. Remove about 5" of sod to <br />straighten driveway and replace with concrete. Build/Construct roof over rear entry door in style of rear bay window <br />roof, proportional to doorway size, approximately 4'x4'. Construct wood steps with landing and banister at 45 degree <br />angle to rear door so that steps face the driveway. <br />DESCRIPTION OF PROPOSED PROJECT. Replace the garage doors with custom made 13'x7'.9" hemlock wood <br />doors resembling the original using Model 7412 "Derby". Remove the 5-6" of sod bordering tapered driveway and <br />pour concrete to achieve a rectangular, straight drive. At the rear of the house on the 1989 addition: replace demolished <br />concrete steps that deteriorated with wood stairs and landing and railings. Construct a 4'X4"roof over the doorway and <br />new steps that will resemble the roof over the bump -out to prevent deterioration from rain. Construct cedar steps with <br />landing and banister in Prairie style with Prairie style caps on the post at the rear door so that steps face the driveway. <br />Cedar will be stained to match the house. <br />STANDARDS AND GUIDELINES: Group B <br />The Commission has the authority to determine the architectural merits and the extent of any proposed treatment, <br />renovation, or addition to a historic landmark. The commission will require drawings, plans, specifications, and/or <br />samples where appropriate. <br />A. Maintenance <br />The maintenance of any historical structure or site shall in no way involve any direct physical change except for the <br />general cleaning and upkeep of the landmark. The Commission shall encourage the proper maintenance of all structure <br />or sites. <br />B. Treatment <br />Treatment shall be defined as any change of surface materials that will not alter the style or original form. Such <br />improvements include re -roofing, glazing, or landscaping lawns and may involve a change that can potentially enhance <br />or detract from the character of he landmark. A treatment change of any surface whether on the landmark or in its <br />environment may require a Certificate of Appropriateness if it significantly alters the appearance of the landmark. <br />Although these kinds of changes may not require a Building Permit, a Certificate of Appropriateness may be necessary. <br />The commission should review the proposed treatment for character and style consistency with the original surfaces. <br />C.
