CERTIFICATE OF APPROPRIATENESS <br />STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 28 April 2011 <br />Application Number: 2011-0412 <br />Property Location: 53190 Juniper Road <br />Architectural Style/Date/Architect or Builder: Italianate Cube/1856 <br />Property Owner: Joan and Kevin O'Connor <br />Landmark or District Designation: Local Landmark <br />Rating: Outstanding <br />DESCRIPTION OF STRUCTURE/ SITE: The Alfred Maurice Talley house is a red brick two storey Italianate with <br />side wing additions and an addition at the rear. The hipped roof is covered with asphalt shingles. The windows are <br />double hung 6/6 with brick segmental arch. The front entrance has a panel door with sidelights and transom. <br />ALTERATIONS: The 1875 Atlas illustration shows a cupola, side chimneys in the roof and a porch all of which have <br />been removed. The north wing and the south greenhouse are later additions. The 1975 survey card indicated that the <br />front door with sidelights was probably not original. The rear addition was added in 2007. The entire house was re - <br />pointed in 2005. <br />APPLICATION ITEMS: Rebuild existing sunroom area using existing brick knee wall as foundation. Replace <br />glasstmetal frame structure with flat top hip roof and casement windows similar to north side addition. <br />DESCRIPTION OF PROPOSED PROJECT. Please see attached documentation and drawings. This project will <br />remove an outdated and deteriorating south side one storey "sunmom/greenhouse" superstructure leaving the brick <br />foundation and knee wall. It will shorten the enclosed room and reveal an original window obscured by the sunroom. <br />It will be replaced by a wood frame with a flat top hip roof with asphalt dimensional shingles to match north addition <br />and Pella Architect Series casement wood windows with simulated divided lights. The bricks will be re -used to create <br />the planters beneath the northwest windows. <br />STANDARDS AND GUIDELINES: <br />The Commission has the authority to determine the architectural merits and the extent of any proposed treatment, <br />renovation, or addition to a historic landmark. The commission will require drawings, plans, specifications, and/or <br />samples where appropriate. <br />A. Maintenance <br />The maintenance of any historical structure or site shall in no way involve any direct physical change except for the <br />general cleaning and upkeep of the landmark. The Commission shall encourage the proper maintenance of all structure <br />or sites. <br />B. Treatment <br />Treatment shall be defined as any change of surface materials that will not alter the style or original form. Such <br />improvements include re -roofing, glazing, or landscaping lawns and may involve a change that can potentially enhance <br />or detract from the character of the landmark.
