CERTIFICATE OF APPROPRIATENESS <br />Date: June 6, 2011 <br />Application Number: 2011-0606 <br />Property Location: 304 South Twyckenham Drive <br />Architectural Style/Date/Architect or Builder: Colonial Revival/1929/ H.R. Stapp/ Whitcomb & Keller - - <br />Property Owner: Aimee and Kevin Buccellato <br />Landmark or District Designation: East Wayne Street LHD <br />Rating: Contributing <br />DESCRIPTION OF STRUCTURE/ SITE: This is a two storey frame Colonial Revival home with a rectangular <br />plan, flared gable asphalt shingle roof with three gable inset dormers at the front. The porch roof extended from the <br />main roof supported by square box columns with mold trim as capital. There is a central entry with sidelights. There is <br />a two car garage wing with molded trim cornice, wood balustrade on the flat roof. <br />ALTERATIONS: COA 2009-0505 renovation of kitchen to include the replacement of existing rear entry porch <br />(demolition) with a new +/- 80 square foot interior dining porch/mud room approved by Commission. Enclosed arched <br />area at rear garage was noted on survey card. Raised deck added in rear of house off of rear arched porch. Removal of <br />4 non -conforming pine trees in front of house and 1 deciduous tree in tree lawn approved by Commission September, <br />15, 2008. Addition of rear bay area on second storey approved by Commission in November 17, 2008. <br />APPLICATION ITEMS: Installation of three new fences: A -Replace existing chain link fence at rear yard with <br />custom cedar fence. B -Install new custom cedar fence at North and East boundary of side yard. C -Install new stockade <br />fence at South border of side yard. Installation of new, custom circular window at gabled end of North elevation of <br />house. Window being added to help daylight new storage area in attic of den. Window to be Marvin wood <br />Casemaster. A moulded round arch trim exists over front door. <br />DESCRIPTION OF PROPOSED PROJECT: This house is the last house in the district on Twyckenham, whereas <br />the house immediately South is not in the district. Fence (A), per drawings and photographs provided by the <br />homeowners (Pages 2-4), is a proposal to replace the existing Y -W high chain link fence in the rear of the house in the <br />same footprint. Proposed slat fence is all cedar material, standing 3'-9" high with 4x4 cedar posts standing 4'-1/2" <br />high. Two custom cedar gates with wrought iron hinge and latch hardware will replace existing chain link gates in <br />same footprint. This fence is mostly shielded by neighboring shrubs. Finish will be stained linen white. <br />Fence (B), per drawings and photographs provided by the homeowners (Pages 5-6), is the same material and similar <br />design as described for Fence (A), but will be only 2'-3" high and proposed to be placed in the side yard. The footprint <br />is proposed for the side yard on Twyckenham Drive with one gate next to garage. The ground cover and mature trees <br />are in front of the fence, buffering the low fence from street view. The slat design lends itself to a sense of openness. <br />The fence conforms to the placement and height guidelines of the Building Department. <br />Fence (C), per drawings and photographs provided by the homeowners (Pages 7-8), is for a new natural finish stockade <br />picket fence at South property line of the side yard, which is the boundary of the district on Twyckenham Drive. A <br />section of a fence of the same style currently exists in the corner and will remain to be added on to. The existing fence <br />section is 4'-0" high and new will remain that height as placed along property line until reaching the front of the yard <br />where it will taper down to meet Fence (B) at 2'-3" high. The fence conforms to the placement and height guidelines <br />of the Building Department. <br />A custom round wood window by Marvin has been proposed for the North elevation. Window will be fixed with no <br />screen/storm. All exterior casing and drip cap details to match original details of house. There is moulded round arch <br />trim over front entry door so the proposed round window will reflect this detail. Survey card does not indicate if this <br />detail used to be a window. <br />STANDARDS AND GUIDELINES: <br />I. THE ENVIRONMENT <br />B. BUILDING SITE, LANDSCAPING AND ACCESSORIES <br />Individual properties in the district are characterized by a house located in the center of a flat lawn, often divided by a <br />walk leading to the front entrance. Several of the residences are sited on two or more building lots; however, the <br />preponderance of the homes have been erected on a single lot. Most of the properties include a double garage, usually <br />located at the rear of the property. The majority of garages are accessed from straight driveways leading from the main <br />thoroughfare, while a few are accessed from the alley. There are also a few homes with a covered carport located at the <br />rear of the property, as well as a few with circular driveways. Driveway and sidewalk materials include concrete, <br />asphalt and brick. All of the properties have trees and most have trimmed shrubbery and/or hedges. Most of the houses <br />conform to a uniform setback line within each block. <br />Required <br />Major landscaping items, fencing, walkways, private yard lights, signs (house numbers) and benches which reflect the <br />property's history and development shall be retained. Dominant land contours shall be retained. Structures such as <br />gazebos, patio decks, fixed barbecue pits, swimming pools, tennis courts, greenhouses, new walls, fountains, fixed <br />garden furniture, trellises and other similar structures shall be compatible to the historic character of the site and the <br />neighborhood and inconspicuous when viewed from a public walkway. <br />Recommended <br />New site work should be based upon actual knowledge of the past appearance of the property found in photographs, <br />drawings and newspapers. New site work should be appropriate to existing surrounding site elements in scale, type and <br />appearance. Plant materials and trees in close proximity to the building that are causing deterioration to the building's <br />
