CERTIFICATE OF APPROPRIATENESS <br />STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 8 June 2010 <br />Application Number: 2011-0517 <br />Property Location: 1724 East Wayne Street <br />Architectural Style/Date/Architect or Builder: Tudor Revivial/1927/H.R. Stapp for Whitcomb and Keller <br />Property Owner: Susan and John Mazurkiewicz <br />Landmark or District Designation: East Wayne Street <br />Rating: Notable <br />DESCRIPTION OF STRUCTURE/ SITE: This Tudor Revival is a 2 storey frame construction with brick veneer <br />and is set on an irregular plan. It has a steep gable roof , molded raking trim with asphalt shingles. The windows are <br />6/6 double hung with brick header course sills with paneled shutters with a cut out design. There is front bay with <br />windows with brick header course sills and a ribbed hip roof. The entry is a round arch with brick keystone and <br />surround. There is a 2 storey off set gable wing and a brick chimney in the ell. <br />ALTERATIONS• The 2 storey off set gable wing was constructed in 1949. The front porch was enclosed prior to <br />1949. 12 second floor windows were replaced with Pella Designer series windows with COA 1996-0307. The rear <br />door was replaced with a steel door with lites replicating the original with COA 1997-0908.The single pane dining <br />room window may not be original to the house. The front door is a replacement. The rear decking, fencing and <br />landscaping are modern additions. <br />APPLICATION ITEMS: # 1. Move privacy fence from east rear of house to east mid of house and extend rear deck <br />on east side of house. #2 Remove rear window in dining room and install French doors in opening. <br />DESCRIPTION OF PROPOSED PROJECT: The homeowners propose extend and wrap the deck around the east <br />side of the house and surround that area with privacy fence. They will re -use the current east -west fencing and extend <br />the north -south fence to meet the relocated east -west fence. New landscaping items, spryrocket bushes, will be planted <br />in front of the fence. They also propose to remove the dining room picture window and exterior brick beneath the <br />window and install French doors leading from the dining room onto the rear deck The homeowners have not selected <br />the French doors. <br />STANDARDS AND GUIDELINES: East Wavne Street: <br />B. BUILDING SITE, LANDSCAPING AND ACCESSORIES <br />Individual properties in the district are characterized by a house located in the center of a flat lawn, often divided by a <br />walk leading to the front entrance. Several of the residences are sited on two or more building lots; however, the <br />preponderance of the homes have been erected on a single lot. Most of the properties include a double garage, usually <br />located at the rear of the property. The majority of garages are accessed from straight driveways leading from the main <br />thoroughfare, while a few are accessed from the alley. There are also a few homes with a covered carport located at the <br />rear of the property, as well as a few with circular driveways. Driveway and sidewalk materials include concrete, <br />asphalt and brick. All of the properties have trees and most have trimmed shrubbery and/or hedges. Most of the houses <br />conform to a uniform setback line within each block. <br />
