STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 12 January 2011 <br />Application Number: 2011-0105 <br />Property Location: 216-218 West Washington <br />Architectural Style/Date/Architect or Builder: Late Gothic Revival/1929/Austin&Shambleau <br />Property Owner: Hebard&Uebard <br />District Designation: Local Landmark/DTSB Multiple Resource National Register District <br />Rating: Outstanding <br />DESCRIPTION OF STRUCTURE/ SITE: South Bend's first "skyscraper" and the only building of its kind in <br />South Bend that also illustrates the influence of the Chicago Tribune Tower competition. The 12 storey Gothic <br />structure is faced with terra cotta and marble on the north and east facades and brick on the west and south. The <br />first two floors of the structure are treated as its base. The main entrance on the Washington street faced, which <br />extends the height of both floors is a round -arched opening. The doorway has a bronze spandrel topped with <br />Gothic motifs and a diamond paned window in the tripartite round arch of the tympanum. The third floor acts as a <br />transitional floor from the base to the Bier -and -spandrel construction of the upper floors with a perpendicular style, <br />false arcaded logia. The 10"' and 11 floors from the capital of the building: gargoyles are located on three <br />comers of the 10' floor, the 11 and 12" floors are setback with chamfered comers; and a crenellat6d roof tops the <br />building. <br />ALTERATIONS: The terra cotta on the east side of the building has been compromised by changes in <br />signage over the years. The Commission has always mandated to previous owners that the signs be <br />attached to the building in the mortar joints. This mandate was not followed in the past. <br />APPLICATION ITEMS: Installation of new single faced 3'X 81 X 4" thick aluminum sign with Push <br />Thru Acrylic copy, internal LED illumination <br />DESCRIPTION OF PROPOSED PROJECT: Hebard & Hebard have engaged Vanadco Signs to'create and <br />install a sign for Hebard and Hebard Architects. It will be an all aluminum cabinet and face panel. The routed <br />aluminum face will have 5/8" thick clear acrylic push through lettering with a white and red 3M translucent 2nd <br />surface applied vinyl. The YX 8" X 4" sign will have interior white LED illumination. The sign will be installed <br />with anchors through grout joints; existing electrical conduit left from previous tenant will be utilized. <br />STANDARDS AND GUIDELINES: <br />F. Signs <br />No neon or flashing signs will be permitted unless they are original to the structure. Billboards and super graphics <br />will also be disallowed. Only one appropriate identifying sign will be permitted per business. <br />STAFF RECOMMENDATION: Staff recommends approval as the proposed sign follows the Group <br />B Standards for signage. <br />
