Property Owner: Joseph and Judith Pietrzak <br />Landmark or District Designation: Edgewater Place <br />Rating: Contributing <br />DESCRIPTION OF STRUCTURE/ SITE: t %2 storey rectangular plan plus appendages on a brick over concrete <br />foundation. Roof is a side gambrel with major dormer along front, all covered in asphalt shingles. Porch features 4 <br />heavy scaled Doric columns supporting a simple eave of low slope porch roof. Front door is a single leaf glazed wood <br />panel door with multi light side lights. Windows are 6/6 double hung. There is a semicircular headed fan opening in <br />attic gables. Basement windows are glass block. <br />ALTERATIONS: Aluminum storm windows and door. Aluminum siding. Some replacement windows. Replaced 2 <br />rear (South) and 1 rear (East) windows with double hung white windows 6/6 Marvin wood with exterior aluminum clad <br />with COA 2010-1206. <br />APPLICATION ITEMS: Replace all windows (not previously replaced) with same, double hung wood with <br />removable mutton strips. Thermal pane, high "E", Inserts. <br />DESCRIPTION OF PROPOSED PROJECT: <br />The locations of proposed windows are 4 original front 6/6 double hung windows; the three original 6/6 windows on <br />each side of the house and the 2 6/6 windows on the second floor of the rear. The existing windows have been restored <br />4 times within the last 40 years, are letting in cold air, and are not capable of another restoration, as stated by <br />homeowner. This was verified by Preservation Specialist, Wayne Doolittle in his report and also by Charlie <br />Kirkpatrick, Carpenter in his letter. Homeowner proposes to install Kolbe Traditional window inserts that are wood <br />with aluminum exterior cladding. The insert windows will have same muntin (grille) pattern as existing windows. <br />Grilles are snap in from the interior and arc removable. No wrap will be used on exterior. Existing storm windows will <br />remain on. Light visibility will decrease by approximately I inch on each side. <br />EDGEWATER STANDARDS AND GUIDELINES: <br />II. EXISTING STRUCTURES <br />C. WINDOWS AND DOORS <br />Window and door frames are in nearly all cases wood. Brick structures have stone sills and brick lintels; masonry block <br />structures have masonry sills and lintels. In some cases where aluminum siding has been applied window trim has been <br />covered. About half of the structures in the district have aluminum storm windows, the other half wood storm windows. <br />Required <br />Original windows and doors including sash, lintels, sills, shutters, decorative glass, pediments, hoods, and hardware <br />shall be retained or when deteriorated beyond repair, replaced with duplicates of the existing or original. <br />Recommended <br />Wood frame storm windows and doors, painted to match the existing or original, should be used but should not damage <br />existing frames and should be removable in the future. If new sash and doors arc used, the existing or original <br />materials, design, and hardware should be used. When metal storm doors are used, they should be painted anodized or <br />coated to match the existing. When awnings are used they should be of canvas material. <br />Prohibited <br />Existing or original doors, windows, and hardware shall not be discarded when they can be restored and re -used in <br />place. New window and door openings which would alter the scale and proportion of the building should not be <br />introduced. Inappropriate new window and door features such as aluminum insulating glass combinations that require <br />the removal of the original windows and doors shall not be installed. <br />Not Recommended <br />Metal, vinyl, or fiberglass awnings, hoods, and fake shutters that would detract from the existing character or <br />appearance of the building should not be used. <br />STAFF RECOMMENDATION: <br />Staff recommends replacement of the 12 windows with the 6/6 aluminum clad wood Kolbe Traditional inserts. Both <br />Wayne Doolittle and Charlie Kirkpatrick concur that these windows can neither be economically nor successfully <br />repaired. <br />On a motion by Linda Riley with a second by Lynn Patrick to amend application to <br />consider Kolbe &Kolbe Traditional or Sterling window inserts. Vote: 5-0 <br />On a motion by Dave Steinhauer with a second by Linda Riley to accept application as <br />amended.
