PUBLIC HEARING <br />A. CERTIFICATE OF APPROPRIATENESS <br />1. STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 6 December 2011 <br />Application Number: 2011-1201 <br />Property Location: 113 West North Shore Drive <br />Architectural Style/Date/ Gabled Front/1888 <br />Property Owner: Martha and Gerald Kline <br />Landmark or District Designation: Local Landmark/National Register/West North Shore LHD <br />Rating: Outstanding <br />DESCRIPTION OF STRUCTURE/ SITE: The Samuel Leeper, Jr. home is a two storey painted brick home set upon a <br />rectangular brick foundation with rear additions. The gable roof is pitched and shingled. The South & East continuous porch <br />with wood dentils, bead board ceiling and nine wooden round Doric columns maybe an addition. The windows are 1/1 double <br />hung with brick arch and fancy wood infill panel at head and cut stone sills. The single simple entrance is in an opening that <br />matches the window rhythm and shutters. There is an ornate wooden gable fan with fancy scribing. <br />ALTERATIONS: The rear porch was enclosed before 1949. The chimneys were removed with various COAs. The house was <br />re -roofed with a COA in 1995 with fiberglass shingles, turbine vents and a metal chimney were removed and replaced with three <br />pod vents on the west side. The porch floor was replaced in-kind with COA 2007-0605A. A privacy fence was install along the <br />west side with COA 2009-0521 <br />APPLICATION ITEMS: We plan to replace a porch that contains the only basement entrance -under a trap door! The new <br />porch will be consistent with the design and spirit of the house. <br />DESCRIPTION OF PROPOSED PROJECT: Please see attached documentation and drawings. <br />The small frame unheated, enclosed rear porch is to be demolished and replaced with a new all season room with poured concrete <br />footings and foundation walls faced in historic brick provided by the Mines. It will have new doors and windows on the north <br />side per drawings and smooth cement board siding on the west side with two false windows with pairs of wood shutters to match <br />what is currently on the house. <br />STANDARDS AND GUIDELINES: <br />WEST NORTH SHORE STANDARDS: <br />West North Shore Drive Local Historic District Guidebook <br />IV. NEW CONSTRUCTION OR ADDITIONS TO EXISTING STRUCTURES <br />Preferred: Consider the size, scale, roof lines, etc., in the design of a new structure, so that it will be compatible with its adjacent <br />buildings in particular and will blend with the neighborhood in general. New additions to existing <br />structures must be compatible in scale, building materials and texture to the building to which the addition is made. Retain as <br />much of the original structure as possible, so that the addition could be removed without damage to the basic structure and <br />appearance of the building. <br />Prohibited: Do not use asbestos or asphalt siding. Do not use artificial brick or cast stone siding. Do not use glass <br />brick. Structural concrete block may be used only on foundations for new construction or additions. <br />
