STANDARDS AND GUIDELINES: <br />Window and door frames are in most cases wood and vary depending upon the style of the home. Many are <br />doublehung windows with wood trim and sills. Brick structures have stone sills and brick lintels. <br />In some cases where aluminum siding has been applied, the window and door trim has been covered. <br />About half of the structures in the district have aluminum storm windows; the other half have wood storm windows. <br />Required <br />Original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative glass, pediments, <br />hoods and hardware. When deteriorated beyond repair, they shall be replaced with units and trim resembling the <br />original. <br />Recommended <br />Wood storm windows and doors painted or finished to match the original should be used but should not damage <br />existing frames. If new sashes or doors are installed, the existing or original materials, design and hardware should be <br />used. When metal storm doors are used, they should be painted, anodized or coated to match the existing. When <br />awnings are used, they should be of canvas material. <br />Prohibited <br />Original doors, windows and hardware shall not be discarded when they can be restored and reused in place. New <br />window and door openings, which would alter the scale and proportion of the building may not be introduced. <br />Inappropriate new window and door features such as metal, vinyl or fiberglass awnings, hoods or aluminum insulating <br />glass combinations that require removal of original windows <br />and doors, shall not be installed. <br />Not Recommended <br />Fake shutters that would detract from the existing character or appearance of the building should not be <br />used. <br />STAFF RECOMMENDATION: Staff recommends approval of the project as it follows the guidelines for the <br />Chapin Park District. The bay window will also be partially shielded from view from the street by shrubbery. <br />On a motion by Jerry Niezgodski with a second by Mike Voll to approve application as <br />submitted. STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 1 August 2011 <br />Application Number: 2011 -0727B <br />Property Location: 424 LaMonte Terrace <br />Architectural Style/Date /Architect or Builder: Gabled- ell/1899/ <br />Property Owner: Marilyn Sheree LaPorte <br />Landmark or District Designation: Chapin Park <br />Rating: Contributing <br />DESCRIPTION OF STRUCTURE/ SITE: The house has two storeys and is set on an irregular brick foundation. <br />The exterior walls are covered with asphalt shingles the gabled is covered with asphalt shingles. There is a bay on the <br />west side with wood pilasters and decorative mouldings and pendills. The windows are 1/1 double hung with moulded <br />entablatures. There is a small corner porch on the west side of the central gable with stone floor laid over concrete <br />block foundation. There is a central chimney. <br />ALTERATIONS: The siding and roofing are not original to the house. The concrete and stone porch materials are <br />later additions. The landscaping is recent. <br />APPLICATION ITEMS: Fence back side and front yard with 4' French Gothic picket and two (2) 8' privacy <br />sections (in back) <br />DESCRIPTION OF PROPOSED PROJECT: The homeowner proposed to enclose her yard with a four foot French <br />Gothic fence to match the fencing that is already installed. She also proposes to install 16 feet of dog ear privacy fence <br />between her back yard and 420 LaMonte to match the current privacy fence. BUILDING SITE, LANDSCAPING & ACCESSORIES <br />This section focuses on individual properties and amenities. Building sites tend to be irregularly shaped, of varying <br />topography and with different setbacks with regard to plots. Alleys are generally behind houses. Landscape accessories <br />like fences are unique to each structure. Chapin Place presents a unique situation within the district. Applications from <br />properties that have property lines on Chapin Place will be considered on a case -by -case basis. <br />Required <br />Fencing, walkways, outbuildings, private yard lights, signs (i.e. house numbers) and benches (visible from the street) as <br />well as trees located in a yard or tree lawn which reflect the property's history and development shall be retained. A <br />tree located in such areas shall only be removed if the removal is required due to storm damage, disease, threatened <br />
