STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 29 July 2011 <br />Application Number: 2011 -0729A <br />Property Location: 824 Forest <br />Architectural Style/Date /Architect or Builder: Side- gabled/Free Classic /1895/Fred Keller, Builder <br />Property Owner: Victoria Hyland <br />Landmark or District Designation: Chapin Park <br />Rating:Notable <br />- DESCRIPTION OF STRUCTURE/ SITE: - The 21/2 storey frame house has an irregular plan set upon a brick <br />foundation. It has a gable roof with dormers covered with three tab asphalt shingles. The dormers have wood <br />shingles in the gables. The walls are wood clapboard with corner - boards, base trim and moulded cornice. There is a <br />full -width front porch with wood Doric columns. The porch has a wooden porch floor and ceiling. The windows <br />are 1/1 double hung on the first floor; small 4/1 casement windows on the southwest corner and 16/1 on the second <br />floor. The windows have aluminum storms. <br />ALTERATIONS: The aluminum storm windows and the asphalt roof are not original to the house. New Roof was <br />approved with COA 2010 -0929. <br />APPLICATION ITEMS: Remove and replace porch flooring. Install 2 "x8" floor joist. Add joist hangers as <br />needed. Replace Apron. <br />DESCRIPTION OF PROPOSED PROJECT: Home Service proposes to remove porch flooring from the entire <br />porch. Support beam to ground with temporary 4 "x4' posts. Install new 2 "x8" floor joist on southwest corner. <br />Install 2"x8" joist hangers to existing floor joists. Remove and replace 7' apron on end and 8' apron on front. <br />Provide new % tongue and groove fir porch flooring, pre- stained on all sides. Install, prime and paint surface. <br />Build and install 6 pillar wood bases with weep holes, matching existing bases. Bases will be pre- stained, installed <br />primed and painted. Re- install pillars, caulk and paint. <br />STANDARDS AND GUIDELINES: <br />D. ENTRANCES, PORCHES AND STEPS <br />Most houses in the district have either an open or enclosed porch across the front. Most porches have either hip or <br />gabled roofs or are covered by the main roof of the house. <br />Required <br />When deteriorated beyond repair, existing or original porches, stoops, patios and steps, including handrails, <br />balusters, columns, brackets, tiles and roof decorations, shall be retained or replaced by replicas of the same design <br />or by a design more in keeping with the historic period of the structure. Porches and additions reflecting later <br />architectural styles and which are important to the building's historical integrity shall be retained. <br />Recommended <br />When enclosing porches for heat conservation or for other reasons, it should be done in a manner that does not alter <br />the architectural or historical character of the building. <br />Prohibited <br />Front porches, stoops, patios and steps that are important to the building's style and development shall not be <br />altered or removed; if in need of replacement, see above Required section. See also Section IV B. Access for <br />Handicapped or Disabled Persons. <br />Not Recommended <br />Original porch details should not be replaced with materials representing a different period or style from the <br />original. <br />STAFF RECOMMENDATION: Staff recommends approval of the repairs to the porch deck and replacement <br />of the wood floor boards with tongue and groove fir. The deteriorating floor boards have been nailed to the joists <br />and the nail heads are popping up; there have been repairs with patches of wolmanized wood nailed to the joists. <br />The southwest corner is deteriorated to the point that it is no longer weight bearing. The replacement of the <br />deteriorated column bases with wood is in -kind but Staff recommends that the bases have weep holes to prevent <br />wood rot. <br />
