STAFF REPORT <br />CONCERNING APPI.,ICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: I August 2011 <br />Application Number: 2011-0727B <br />Property Location: 424 LaMonte Terrace <br />Architectural Style /Date /Architect or .Builder: Gabled- ell/1899/ <br />Property Oivner: Marilyn Slieree I.,aPorte <br />landmark or District Designation: Chapin Park <br />—_ <br />Rating:_ _ _ __ _Contributing; <br />DESCRIPTION OF STRUCTURE/ SITE: The house has two storeys and is set oil an irregular brick <br />foundation. The exterior walls are covered with asphalt shingles the gabled is covered with asphalt <br />shingles. There is a bay oil the west side with wood pilasters and decorative mouldings and pendills. The <br />windows are 1/1 double hung with moulded entablatures. There is a small corner porch oil the west side <br />of the central gable with stone .floor laid over concrete block foundation. There is a central chimney. <br />AILTERATIONS: The siding and roofing are not original to the house. The concrete and stone porch <br />materials are later additions. The landscaping is recent. <br />APPLICATION ITEMS; Fence back side and .front yard with 4' French Gothic picket and two (2) S' <br />privacy sections (in back) <br />DESCRIPTION OF PROPOSED PROJECT: The homeowner proposed to enclose her yard with a <br />four foot French Gothic fence to match the fencing that is already installed. She also proposes to install <br />16 feet of dog car privacy fence between her back yard and 420 Lalvlonte to match the current privacy <br />fence. Per diagram and photographs provided. <br />STANDARDS AND GUIDELINES: <br />CHAPIN PARK <br />B. BUILDING SITE, LANDSCAPING & ACCESSORIES <br />This section focuses on individual properties and amenities. Building sites tend to be irregularly shaped, <br />of varying topography and with different setbacks with regard to plots. Alleys are generally behind <br />houses. Landscape accessories like fences are unique to each structure. Chapin Place presents a <br />unique situation within the district. Applications from properties that have property lines on Chapin Place <br />will be considered on a case -by -case basis. <br />Required <br />Fencing, walkways, outbuildings, private yard lights, signs (i.e. house numbers) and benches (visible <br />from the street) as well as trees located in a yard or tree lawn which reflect the property's history and <br />development shall be retained. A tree located in such areas shall only be removed if the removal is <br />required due to storm damage, disease, threatened damage to a structure or for such other reason <br />acceptable to the Historic Preservation Commission. Storm damaged or diseased trees should then be <br />replaced with an approved species at the same or approximate location wherever possible. <br />Fencing visible from the street in front of the structure shall be open (meaning spaces between the <br />pickets) and consistent with the historic character of a structure enclosed. <br />Recommended <br />New site work should be based upon actual knowledge of the past appearance of the property found in <br />photographs, drawings and newspapers. New site work should also be appropriate to existing <br />surrounding site elements in scale, type and appearance. Front yard areas should remain opens (See <br />above for information regarding fences.) Trees in close proximity to a building may cause structural <br />
