She stated that Johnny <br />and Zelia Crook reside at the house <br />located at 804 W. LaSalle Avenue. <br />Mr. Hunt was concerned that the <br />construction of the homes proceeded based <br />on the assurance of the Common Council <br />that the tax abatement would be <br />forthcoming. <br />Ms. Schwartz asked Dea Andrews when <br />the permit for the construction was issued. <br />Mike Beitzinger stated that to his <br />knowledge the permit issuance date was in <br />either April or May of 1996. Ms. <br />Schwartz asked Dea Andrews if the <br />property was sold by South Bend Heritage <br />Foundation to the property owners directly <br />or was it a lease purchase. Dea Andrews <br />stated that the two lots were sold to <br />Garden Homes, Inc.; Garden Homes, Inc. <br />then built the houses. She also stated that <br />South Bend Heritage Foundation and the <br />Housing Assistance Office both were <br />involved with the construction of the two <br />properties. <br />Ms. Schwartz asked if South Bend <br />Heritage Foundation is the proper <br />petitioner. Mike Beitzinger stated that <br />South Bend Heritage Foundation was the <br />owner at the time the project was initiated. <br />Ms. Schwartz asked if the terms of the sale <br />to the property owners included an <br />anticipation of payment of taxes.
