STAFF REPORT <br />Ronald & Beverly Matthys LLC 2253 -04 <br />Location: 57500 Block of Mayflower <br />City of South Bend <br />REQUESTED ACTION: The petitioner is requesting a zone change from "R -2 " `Residential (County) to <br />"B" Residential, "B" Height and Area (City) to allow multi - family residential <br />and a community center for the residents. <br />EXISTING LAND USE: The property contains multi- family residential units and vacant land. ; <br />SURROUNDING LAND <br />USE AND ZONING: Located to the north is a park in the city zoned "A" Residential, "A" Height and <br />Area. To the south is agricultural land and a single- family home in the county <br />zoned "A" Agriculture. To the east is agricultural land in the city zoned "E" <br />Heavy Industrial, "F" Height and Area. To the west is a mobile home park in <br />the city zoned "B -1" Residential, "A" Height and Area, and single- family homes <br />and agricultural land in the county zoned "A" Agriculture. <br />ACCESS: Access to the site is from Mayflower Road. <br />WATER SOURCE/ <br />SEWAGE DISPOSAL: Water and sewer are available to the site. <br />DRAINAGE: The drainage has not been addressed by the petitioner. <br />SITE DATA: The total site to be rezoned is 26.17 acres. Of that, the buildings will occupy <br />3.12 acres, of 11.9 percent of the site. Parking and drives will occupy 6.67 <br />acres, or 25.5 percent of the site. Open space will occupy 16.33 acres, or 62.6 <br />percent of the site. <br />ENVIRONMENTAL <br />DATA: A check of the Agency's maps indicates that no public wells, wetlands, flood or <br />environmental hazard areas are present. <br />SITE PLAN: The site plan is preliminary. <br />AGENCY COMMENTS: The City Engineer made the following comments: A drainage plan is required at <br />the final site plan stage. <br />In 2002, this site received a favorable recommendation from the APC and was <br />approved by the Council for a rezoning to "R -2" Residential for a multi - family <br />residential development with a club house. <br />STAFF <br />RECOMMENDATIONS: Based on information available prior to the public hearing, the staff recommends <br />that this petition be sent to the Common Council with a favorable <br />recommendation, subject to a final site plan. This is an existing apartment <br />complex that is being annexed into the City of South Bend. This rezoning is <br />necessary so the apartments are properly zoned in the city. <br />
