b. siding materials—the Commission discourages the covering or alteration of original <br />materials with additional siding. Structures already sided with incompatible materials should <br />be returned to a siding similar to the original when renovation is considered. <br />STAFF RECOMMENDATION: Staff recommends the approval of the re -roof with <br />the asphalt architectural shingles as they conform to the standards for the local <br />landmarks. There is no mention in our files as to the original fabric of the roofing. We do <br />know that in the 1932 Assessor's records there was an asbestos roof which was replaced <br />by 1949 with asphalt shingles. The 1986 DNR Survey Card notes a composition shingle <br />roof, possibly from a 1975 Case Study cited on the Survey Card, while the Commission <br />approved the application of the Cedar Shakes on 1985. The asphalt architectural shingles <br />in the application will complement the Federal style of the house. <br />On a motion by Linda Riley with a second by Jerry Niezgodski COA#2010-0914A was <br />approved with a unanimous vote 7-0 <br />STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Application Number: 2010-0909 <br />Property Location: 1238 East Wayne Street South <br />Architectural Style/Date/Architect or Builder: Colonial Revival/1963 <br />Property Owner: Donna and Michael Pangbum <br />Landmark or District Designation: East Wayne Street <br />Rating: Non -Contributing <br />DESCRIPTION OF STRUCTURE/ SITE: The Colonial Revival Home is a two storey <br />frame construction with an L plan that is aluminum sided. It has a three bay facade with <br />6/6 upper level and 9/9 lower level double hung windows and louvered shutters. The <br />front entrance is recessed with pilasters and broken pediment. The gable roof has asphalt <br />shingles. There is a one storey gable wing on the west side with board and batten siding <br />and 9/9 double hung windows. <br />ALTERATIONS: The windows are replacement windows. <br />APPLICATION ITEMS: 6 Vinyl Replacement Windows <br />DESCRIPTION OF PROPOSED PROJECT: The homeowners wish to replace 6 <br />replacement windows 2 in the living room on the west side, 3 in the master bed room 2 <br />on the south side and 1 one the west and 1 in the upstairs hall on the east side with vinyl <br />double hung windows to match. <br />STANDARDS AND GUIDELINES: East Wayne Street: <br />C. WINDOWS AND DOORS <br />Window and door frames are of wood or steel (some casements) or in the case of brick <br />structures, stone sills and brick lintels Where metal or vinyl siding has been applied, <br />window trim has been covered.
