9/27/2010 <br />Daniel and Kristine I latcher <br />1733 ) E. Wayne St. South Bend, IN. 46615 <br />I <br />RE: CERTIFICATI.I. OF All PROP RIATE"NESS <br />PROPOSED: We wish to more the south -facing fenceline on the west side of our property from <br />its current location to a point in line with the south -facing fiacade of the house. We also wish to <br />increase the height of the fenceline from its current 3' height to the maximum allowable 6* <br />height under South Bend building codes. We will match the current western privacy fencing <br />materials and design as closely as possible. We will extend the current sidewalk from its current <br />terminus southward to the new fenceline, and build a matching concrete pad/patio at the south <br />end of the side yard for seating and mechanical equipment. Finally, we will emplace a"stepping <br />stone" path to join the new gate with the main walk%vay and plant a burning bush in front of the <br />new fence to match the south -facing fenceline on the cast side of the house. Our goal will be to <br />minimize the visual impact of a privacy fence by softening it with the burning bush and other <br />appropriate plantings. <br />RATIONALES: <br />1) Security - The house has an exterior stairwell to the basement, and is both visible and <br />accessible by merely stepping over the existing 3' privacy fence and jumping onto the <br />stairwell steps. A full 6' privacy fence will restrict viewing of the stairwell and block <br />easy access onto the stairs. Crime has been a real concern on Sunnyside the last couple <br />of summers, and a secure stairwell will enable us — and future owners — to breathe easier. <br />2) Functionality — We wish to relocate our heat pump — a $6,000 investment — to the side <br />Yard because kvc are clearing the current heat pump location for affiture proposed <br />greenhouse addition. With copper prices currently very high, and copper theft on the <br />rise, concealment of the heat pump is a paramount concern. A new concrete pad/patio <br />will be poured (with .footings) for the heat pump to rest upon, and we will use the <br />remainder of the patio for seating and/or plantings. <br />3.) Aesthetics —'Hie current 3" privacy fence does not match the 6' eastern fence. and as a <br />result our fenceline from the south looks lopsided, which we believe detrimentally <br />impacts curbside appeal. We think a matching fence on both sides of the house will be <br />more appealing and inviting, combined with matching landscaping on the west side. <br />We appreciate the attention of the committee to this matter, and are very willing to entertain <br />suggestions as to the proposed prqJject. <br />Sincerely. <br />Daniel A.
