Young <br />Property Owner: South Bend Fire Department <br />Landmark or District Designation:' Local Landmark " <br />Rating: Contributing <br />DESCRIPTION OF STRUCTURE/ SITE: One and .half storey dormer front bungalow on a square <br />plan with an'offset brick chimney set on a brick foundation with a stone string course at the base. The <br />walls have aluminum siding at the second storey, the rest of the exterior walls are stretcher bond brick. <br />There is a two storey tower with a flat roof at the rear. The asphalt shingled roof has aside gable with <br />aluminum sided knee braces and large front and rear gable dormers with the same aluminum siding. The <br />front porch extends across the front of the firehouse and has a low brick wall with stone caps and brick <br />pillars. The roof is an extension of the main roof with curved knee brace supports. There is a side shed <br />canopy at the entry with similar bracing. The front entry at the porch is offset with multi -pane side lights. <br />There is a side entry with multi -pane light door. There is a large garage door tinder the porch. The <br />windows a 1/1 double hung sashes with stone sills. There is a square bay window with shed roof on the <br />west side. <br />ALTERATIONS: The 1.979/1990 Survey card notes that the original glazed tile roof has been removed; <br />that aluminum siding, stone windows and doors are replacements. The windows are not original to the <br />structure. The current woodwindow sashes have insert lights with a composite plastic surround that are <br />set into aluminum tracks. Two windows have been replaced with inserts, one on the first floor east side <br />and the other in the upstairs bathroom on the south side with COA 2009-1214. <br />APPLICATION ITEMS: Install 20 wood double .hung insert windows. Sherwood Replacement <br />Windows. <br />DESCRIPTION OF PROPOSED PROJECT: The City wishes to replace the remaining non - <br />original twenty windows with 20 wood double hung inserts. The windows will replicate the 1 /1 double <br />hung windows and fit inside the existing frames. The all wood brickmold will be wrapped with white <br />PVC coil to match current brickmold. <br />STANDARDS AND GUIDELINES: <br />Group B Standards: <br />A. Maintenance: The maintenance of any historical structure or site shall in no way involve any direct <br />physical change except .for the general cleaning and upkeep of the landmark. The Commission shall <br />encourage the proper maintenance of all structures or sites. <br />B: Treatment: Treatment shall be defined as any change of surface materials that will not alter the style <br />or original form. Such improvements include re -roofing, glazing or landscaping lawns and may involve. a <br />change that can potentially enhance or detract from the character of the landmark. A treatment change of <br />any surface whether on the landmark or in. its environment may require a Certificate of appropriateness if <br />it significantly alters the appearance of the landmark. Although these kinds of changes may not require a <br />Building Permit a Certificate of Appropriateness may be necessary. The Commission should review the <br />proposed treatment for character and style consistency with the original surfaces. <br />- C. Renovation and Additions: Renovation is the modification of a structure which does not alter the <br />general massing while an addition is a change in mass. A modification which involves the removal of a <br />part of -the landmark should be considered under demolition. <br />
