STAFF REPORT
CONCERNING APPLICATION FOR A
CERTIFICATE OF APPROPRIATENESS
Date: April 13, 2010
Application Number: 2010-0413
Property Location: 830 N. Michigan Street
Architectural Style/Date/Architect or Builder: 20`h century functional/1913
Property Owner: City of South Bend
Landmark or District Designation: Local Landmark in a Local Historic District
Rating: Contributing
DESCRIPTION OF STRUCTURE/ SITE: Utilitarian structure with a cylindrical footprint. Brick
construction with limestone trim at top.
ALTERATIONS: none
APPLICATION ITEMS: Demolition of round suction reservoir in back of North Station. This
reservoir has had no useful function for 60 to 70 years. A careful demolition would free bricks for main_
building restoration.
DESCRIPTION OF PROPOSED PROJECT: The City of South Bend Water Works would like to
remove the suction reservoir that is located in the back of the North Pumping Station. "It has been out of
use for over 70 years and has no practical value to the South Bend Water Works", per John Wiltrout,
Director of Water Treatment for the City. Within the last six months, the City has made masonry and roof
repairs which revealed further building; maintenance issues and they must consider the costs. Therc is
deterioration along circumference and the walls are bulging and uneven. The structure has been rc-
pointed with N type mortar instead of lime putty and there is efflorescence as a result. Furthermore, the
rebar reinforcement of the sunken concrete roof is rusting. During demolition, the City intends to salvage
the bark -faced 8" masonry units that are no longer in production, as they arc the same bricks used on the
main building. The surplus realized from the deconstruction of the suction reservoir will allow use of the
salvaged masonry to restore the main building.
STANDARDS AND GUIDELINES: Leeper Park
9.0 Landscapes — Standards and Criteria for Leeper Park
9.1 Introduction
3. The standards and criteria acknowledge that there will be changes to the landscape and are
intended to make the changes sensitive to the historic character of the landscape.
4. Each property will be separately studied to determine if a later addition(s) and/or alteration(s)
can, or should, be removed.
5. Since it is not possible to provide one general guideline, the following factors that will be
considered in determining whether a later addition(s) and/or alteration(s) can, or should, be removed
include:
a. Compatibility with the original property's integrity in scale, materials and character.
b. Historic association with the property.
c. Quality in design and execution of the addition/alteration.
d. Functional usefulness.
STANDARDS AND GUIDELINES: Local Landmarks Croup B Standards
D. Demolition
