APPLICATION ITEMS: Demolition of round suction reservoir in back of North Station. This reservoir <br />has had no useful function for 60 to 70 years. A careful demolition would free bricks for main building <br />restoration. <br />DESCRIPTION OF PROPOSED PROJECT: The City of South Bend Water Works would like to <br />remove the suction reservoir that is located in the back of the North Pumping Station. "It has been out of <br />use for over 70 years and has no practical value to the South Bend Water Works", per John Wiltrout, <br />Director of Water Treatment for the City. Within the last six months, the City has made masonry and roof <br />repairs which revealed further building maintenance issues and they must consider the costs. There is <br />deterioration along circumference and the walls are bulging and uneven. The structure has been re -pointed <br />with N type mortar instead of lime putty and there is efflorescence as a result. Furthermore, the rebar <br />reinforcement of the sunken concrete roof is rusting. During demolition, the City intends to salvage the <br />bark -faced 8" masonry units that are no longer in production, as they are the same bricks used on the main <br />building. The surplus realized from the deconstruction of the suction reservoir will allow use of the <br />salvaged masonry to restore the main building. <br />STANDARDS AND GUIDELINES: Leever Park <br />9.0 Landscapes — Standards and Criteria for Leeper Park <br />9.1 Introduction <br />3. The standards and criteria acknowledge that there will be changes to the landscape and are <br />intended to make the changes sensitive to the historic character of the landscape. <br />4. Each property will be separately studied to determine if a later addition(s) and/or alteration(s) <br />can, or should, be removed. <br />5. Since it is not possible to provide one general guideline, the following factors that will be <br />considered in determining whether a later addition(s) and/or alteration(s) can, or should, be removed <br />include: <br />a. Compatibility with the original property's integrity in scale, materials and character. <br />b. Historic association with the property. <br />c. Quality in design and execution of the addition/alteration. <br />d. Functional usefulness. <br />STANDARDS AND GUIDELINES: Local Landmarks Group B Standards <br />D. Demolition <br />Historic landmarks shall not be demolished. When a landmark poses a threat to the public safety, and <br />demolition is the only alternative, documentation by way of photographs, measured drawings, or other <br />descriptive methods should make of both the exterior and interior of the landmark. The person or agency <br />responsible for demolition of the landmark shall be responsible for this documentation. <br />STAFF RECOMMENDATION: Staff recommends approval of deconstruction of the suction reservoir <br />so that bark -faced 8" masonry units can be salvaged for future use on main building restoration. The <br />building has had no functional usefulness for over 70 years and would be very costly to repair.
