CERTIFICATE OF APPROPRIATENESS <br />STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: June 10, 2010 <br />Application Number: 2010-0602 <br />Property Location: 849 Forest Avenue <br />Architectural Style/Date/Architect or Builder: Gabled-ell/1898/1925 remodel Ernest Young <br />Property Owner: Joan Downs and Brian Krostenko <br />Landmark or District Designation: Chapin Park <br />Rating: Notable <br />DESCRIPTION OF STRUCTURE/ SITE: The house has two storeys and is set on an irregular stone <br />foundation. The exterior walls are wood clapboard with corner boards. The roof has a steeply pitched <br />front gable, asphalt shingles; there are also shed roof dormers that contribute to the varying and projecting <br />roofline. There are two small entry porches at either side of the center wing, the roofs are an extension of <br />the wing roof with wood square piers at the corners. The windows are 4/1 double hung with simple lintels. <br />There is a single leaf wood panel front door. There are brick steps and porch floors. There is a two car <br />garage in the back. <br />ALTERATIONS: The body of the house appears to be unaltered. The roof was replaced with <br />COA#2005-0721-2. A garage door was installed and the flatwork, retaining wall and a fence around the <br />yard were repaired and re -worked with COA#0403-2006. <br />APPLICATION ITEMS: The original fence of wood recently fell down (it had been in poor repair for 8 <br />years). I would like to replace it with a 6 foot metal fence which has decorative finials and allows light into <br />the garden and views to the alley. <br />DESCRIPTION OF PROPOSED PROJECT: The homeowner wishes to replace a wood fence and <br />install a 6 foot black aluminum fence along the rear of the property along the alley on either side of the <br />garage. Please refer to product information and site plan attached. <br />STANDARDS AND GUIDELINES: <br />CHAPIN PARK <br />B. BUILDING SITE, LANDSCAPING & ACCESSORIES <br />This section focuses on individual properties and amenities. Building sites tend to be irregularly shaped, of <br />varying topography and with different setbacks with regard to plots. Alleys are generally behind houses. <br />Landscape accessories like fences are unique to each structure. Chapin Place presents a unique situation <br />within the district. Applications from properties that have property lines on Chapin Place will be considered <br />on a case-by-case basis. <br />
