STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: ,lune 10, 2010 <br />Application Number: 2010-0602 <br />Property Location: 849 Forest Avenue <br />Architectural Style/Date/Architect or Builder: Gabled-ell/1898A925 remodel Ernest Young <br />Property Owner: Joan Downs and Brian Krostenko <br />Landmark or District Designation: Chapin Park <br />Rating: Notable <br />DESCRIPTION OF STRUCTURE/ SITE: The house has two storeys and is set on an irregular stone <br />foundation. The exterior walls are wood clapboard with corner boards. The roof has a steeply pitched <br />front gable, asphalt shingles; there are also shed roof dormers that contribute to the varying and projecting <br />roofline. There are two small entry porches at either side of the center wing, the roofs are an extension of <br />the wing roof with wood square piers at the corners. The windows are 4/1 double hung with simple <br />lintels. There is a single leaf wood panel front door. There are brick steps and porch floors. There is a <br />two car garage in the back. <br />ALTERATIONS: The body of the house appears to be unaltered. The roof was replaced with <br />COA42005-0721.-2. A garage door was installed and the flatwork, retaining wall and a fence around the <br />yard were repaired and re -worked with COA#0403-2006. <br />APPLICATION ITEMS: The original fence of wood recently fell down (it had been in poor repair far <br />8 years). 1. would like to replace it with a 6 foot metal fence which has decorative finials and allows light <br />into the garden and views to the alley. <br />DESCRIPTION OF PROPOSED PROJECT: The homeo«Hier wishes to replace a wood fence and <br />install a 6 foot black aluminum fence along the rear of the property along the alley on either side of the <br />garage. Please refer to product information and site plan attached. <br />STANDARDS AND GUIDELINES: <br />CHAPIN PARK <br />B. BUILDING SITE, LANDSCAPING & ACCESSORIES <br />This section focuses on individual properties and amenities. Building sites tend to be irregularly shaped, <br />of varying topography and with different setbacks with regard to plots. Alleys are generally behind <br />houses. Landscape accessories like fences are unique to each structure. Chapin Place presents a <br />unique situation within the district. Applications from properties that have property lines on Chapin Place <br />will be considered on a case-by-case basis. <br />Required <br />Fencirig, walkways, outbuildings, private yard lights, signs (i.e. house numbers) and benches (visible <br />from the street) as well as trees located in a yard or tree lawn which reflect the property's history and <br />development shall be retained. A tree located in such areas shall only be removed if the removal is <br />required due to storm damage, disease, threatened damage to a structure or for such other reason <br />acceptable to the Historic Preservation Commission. Storm damaged or diseased trees should then be <br />replaced with an approved species at the same or approximate location wherever possible. <br />Fencing visible from the street in front of the structure shall be open (meaning spaces between the <br />pickets) and consistent with the historic character of a structure enclosed. <br />Recommended <br />New site work should be based upon actual knowledge of the past appearance of the property found in <br />photographs, drawings and newspapers. New site work should also be appropriate to existing <br />surrounding site elements in scale, type and appearance. Front yard areas should remain open. (See <br />
