Moon <br />Landmark or District Designation: Chapin Park <br />Rating: Contributing <br />DESCRIPTION OF STRUCTURE/ SITE: One storey gabled —ell on across plan set upon a brick <br />foundation. The walls are clapboard with beaded band course defining fenestration; fish -scales shingles <br />in front and west gables; diagonal clapboard in east gable. Roof is cross gable with moulded cornice and <br />asphalt shingles. There is a frill width front porch extending around the front and side of the center gable <br />with a flat roof with slender wood square supports. There is lattice work under the porch. The windows <br />are 1/1 double hung with lintels defined by continuous beaded band board. There is a ten light casement <br />in .front and 2 wood panel front doors with wood storms and simple surrounds. There is a one storey hip <br />garage at the rear. <br />ALTERATIONS: There are aluminum storms over most of the windows. The porch flooring, facing <br />board and lattice skirting was repaired in kind with COA#2006-0822; removal of 1 Red Maple and <br />volunteer trees in the rear yard in 2009 per City Forester with COA#2009-0415. <br />APPLICATION ITEMS: Replace deck, add pergola on back of house. Re -roof studio and re -glaze <br />windows and paint to match colors of house. <br />DESCRIPTION OF PROPOSED PROJECT: Replacement of deteriorating deck with a studier, <br />slightly larger one composed of pressure treated lumber with concrete footings per diagrams submitted. <br />The deck is not attached to the house but will have two set of stairs on its south and east side. The <br />pergola is designed to reflect the architectural details of the front of the house and is secured to the deck <br />per illustration submitted. It is not attached to the house. The garage has been converted into a studio. <br />The windows are to be rc-glazed and the exterior painted to match the house. <br />STANDARDS AND GUIDELINES: <br />CIIAPIN PARK <br />B. BUILDING SITE, LANDSCAPING & ACCESSORIES <br />This section focuses on individual properties and amenities. Building sites tend to be irregularly shaped, <br />of varying topography and with different setbacks with regard to plots. Alleys are generally behind <br />houses. Landscape accessories like fences are unique to each structure. Chapin Place presents a <br />unique situation within the district. Applications from properties that have property lines on Chapin Place <br />will be considered on a case-by-case basis. <br />Required <br />Fencing, walkways, outbuildings, private yard lights, signs (i.e. house numbers) and benches (visible <br />from the street) as well as trees located in a yard or tree lawn which reflect the property's history and <br />development shall be retained. A tree located in such areas shall only be removed if the removal is <br />required due to storm damage, disease, threatened damage to a structure or for such other reason <br />acceptable to the Historic Preservation Commission. Storm damaged or diseased trees should then be <br />replaced with an approved species at the same or approximate location wherever possible. <br />Fencing visible from the street in front of the structure shall be open (meaning spaces between the <br />pickets) and consistent with the historic character of a structure enclosed. - <br />Recommended <br />
