I <br />STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: January 13, 2010 <br />Application Number: 2010-0111 <br />Property Location: 908 Leland - <br />Architectural Style/Date/Architect or Builder: Gabled-ell/1898 <br />Property Owner: Troy Badali <br />Landmark or District Designation: Chapin Park LHD <br />Rating: Contributing <br />DESCRIPTION OF STRUCTURE/ SITE: The house located at 908 Leland is a 2 <br />storey wood frame gabled -ell with an irregular plan set upon a brick foundation. The <br />walls are 4 %2" wood clapboard with frieze and moulded cornice. The roof is a cross <br />gable with asphalt shingles. The porch is located in the corner between the front gable <br />and south wing; it has 2 wood column supports with simple balustrade. The windows are <br />double hung 1/1 with moulded entablatures; the doors have wide moulded entablatures. <br />ALTERATIONS: The house has been vinyl sided and has replacement storm windows <br />and doors;"the original pine exterior trim is no longer visible and is probably removed. <br />The first storey window shutters photographed in 1987 have not been replaced. It was <br />noted in August 1949 that the original wood shingle roof was replaced or covered with <br />asphalt shingles. In 1932 the home was remodeled into a 2 family dwelling and in 1949 <br />it housed 3 families. The garage attached at the rear of the house was removed prior to <br />the 1940sand replaced with a detached concrete block two car garage before 1949. In <br />August, 2009 a report from Code Enforcement indicated that a new front porch deck, <br />steps and guardrail were installed along with a re -constructed set of rear steps to the <br />second floor. There was also a newly reconstructed pressboard covering of the exterior <br />access to the basement. <br />APPLICATION ITEMS: Turn 3 unit house into single family. Remove upstairs <br />outside door and put siding over hole. Also, remove stirs (outside) leading up to the <br />door. <br />DISCRIPTION OF PROPOSED PROJECT: The owner wishes to remove the non- <br />conforming outside door (upstairs) and repair opening using 4'x 8' sheet of plywood and <br />2"x 4" studs. The outside will be finished off with siding that matches the rest of the <br />house: After that the stairs that are outside which are leading to the upstairs door will be <br />removed. The house will then be restored to single family occupancy. <br />STANDARDS AND GUIDELINES: <br />D. ENTRANCES, PORCHES AND STEPS <br />Most houses in the district have either an open or enclosed porch across the front. Most porches <br />have either hip or gabled roofs or are covered by the main roof of the house. <br />Required <br />When deteriorated beyond repair, existing or original porches, stoops, patios and steps, including <br />handrails, balusters, columns, brackets, tiles and roof decorations, shall be retained or replaced by <br />replicas of the same design or by a design more in keeping with the historic period of the <br />structure. _ _ <br />
