DESCRIPTION OF STRUCTURE/ SITE: The house located at 908 Leland is a 2 storey wood frame <br />gabled -ell with an irregular plan set upon a brick foundation. The walls are 4 !/2" wood clapboard with <br />frieze and moulded cornice. The roof is a cross gable with asphalt shingles. The porch is located in the <br />corner between the front gable and south wing; it has 2 wood column supports with simple balustrade. The <br />windows are double hung 1/1 with moulded entablatures; the doors have wide moulded entablatures. <br />ALTERATIONS: The house has been vinyl sided and has replacement storm windows and doors; the <br />original pine exterior trim is no longer visible and is probably removed. The first storey window shutters <br />photographed in 1987 have not been replaced. It was noted in August 1949 that the original wood shingle <br />roof was replaced or covered with asphalt shingles. In 1932 the home was remodeled into a 2 family <br />dwelling and in 1949 it housed 3 families. The garage attached at the rear of the house was removed prior <br />to the 1940s and replaced with a detached concrete block two car garage before 1949. In August, 2009 a <br />report from Code Enforcement indicated that a new front porch deck, steps and guardrail were installed <br />along with a re -constructed set of rear steps to the second floor. There was also a newly reconstructed <br />pressboard covering of the exterior access to the basement. <br />APPLICATION ITEMS: Turn 3 unit house into single family. Remove upstairs outside door and put <br />siding over hole. Also, remove stairs (outside) leading up to the door. <br />DESCRIPTION OF PROPOSED PROJECT: The owner wishes to remove the non -conforming outside <br />door (upstairs) and repair opening using 4'x 8' sheet of plywood and 2"x 4" studs. The outside will be <br />finished off with siding that matches the rest of the house. After that the stairs that are outside which are <br />leading to the upstairs door will be removed. The house will then be restored to single family occupancy. <br />STANDARDS AND GUIDELINES: <br />D. ENTRANCES, PORCHES AND STEPS <br />Most houses in the district have either an open or enclosed porch across the front. Most porches have either <br />hip or gabled roofs or are covered by the main roof of the house. <br />Required <br />When deteriorated beyond repair, existing or original porches, stoops, patios and steps, including handrails, <br />balusters, columns, brackets, tiles and roof decorations, shall be retained or replaced by replicas of the same <br />design or by a design more in keeping with the historic period of the structure. Porches and additions <br />reflecting later architectural styles and which are important to the building's historical integrity shall be <br />retained. <br />Recommended <br />When enclosing porches for heat conservation or for other reasons, it should be done in a manner that does <br />not alter the architectural or historical character of the building. <br />Prohibited <br />Front porches, stoops, patios and steps that are important to the building's style and development shall not <br />be altered or removed; if in need of replacement, see above Reauired section. See also Section IV B. <br />Access for Handicapped or Disabled Persons. <br />Not Recommended <br />Original porch details should not be replaced with materials representing a different period or style from <br />the original. <br />STAFF RECOMMENDATION: Staff recommends approval of the removal of the non -conforming (Code) <br />exterior rear door and stairs and the application of the match siding in order to comply with Code <br />Enforcement's mandate to return to single family after the house lost its grandfathered multi family status. <br />On a motion by Linda Riley with a second by Jerry Niezgodski <br />Vote: 4-0 <br />COA 2010-0111 was approved with a unanimous vote <br />
